About this file

This addendum document, issued by the Florida Department of Agriculture and Consumer Services' Florida Forest Service, modifies the Invitation to Bid for the Snow Hill 25/26 Grazing Lease. The addendum revises the project timeline and provides responses to bidder inquiries. The solicitation seeks a qualified beef producer to lease 1,415 acres within the Little Big Econ State Forest in Geneva, Florida for cattle grazing operations. A mandatory site visit is scheduled for January 28, 2026, at 10:00 AM EST at 1350 Snow Hill Road, Geneva, Florida. Written inquiries must be submitted by February 3, 2026, with written responses posted by February 10, 2026. Bids are due February 27, 2026, by 5:00 PM EST at the Florida Department of Agriculture and Consumer Services, 3125 Conner Boulevard, MS C-25, Tallahassee, Florida 32399-1650. The public bid opening will occur March 2, 2026, from 8:30 AM to 9:00 AM EST via virtual meeting. The anticipated notice of award is March 10, 2026, with a contract start date of April 1, 2026. The lease term is five years with a potential one-year renewal option, and the current stocking rate is 250 animal units subject to annual review and adjustment.

The addendum addresses nine bidder inquiries regarding producer qualifications, lease operations, and cost-sharing arrangements. Bidders must provide three credible references demonstrating that the producer operates at least 1,500 acres and must submit documentation of a 10-year successful track record in beef production. The lease requires bidders to be a single entity; two producers cannot jointly bid. Cost-share assistance applies exclusively to perimeter fencing at 100% when needed and approved by the Contract Manager, and to reasonable repairs outside normal operational maintenance that are pre-approved and supported by receipts. All perimeter fence repairs will be completed before lease execution. Portable cattle pens may be permissible at the Contract Manager's discretion, but existing cow pens cannot be relocated. The Florida Forest Service will conduct necessary clearing for internal fence repairs or replacement, which must be approved by the Contract Manager. Soil testing responsibility falls to the prospective lessee, as no prior soil analysis has been conducted on the property.
