ADDENDUM #1 Summary
This Addendum #1 to the Lead Service Line Replacement Implementation Project at Windham Water Works, issued by the Connecticut water utility on October 27, 2025, clarifies and amends the bidding documents for the replacement of approximately 375 domestic water services identified as lead or galvanized pipes requiring replacement throughout the Windham Water Works distribution system. The project encompasses three primary contract items defined by scope: Contract Item 2 (System-Side Only, main to curb stop), Contract Item 3 (Building-Side Only, curb stop to meter), and Contract Item 4 (Full Replacement, main to meter). All work must comply with Windham Water Works Construction Standards and includes excavation, backfill, pipe bedding, traffic maintenance, utility protection, and property restoration. The project completion deadline is no later than October 30, 2030 (5 years). A bidders conference was conducted on October 17, 2025, which included a site visit to the designated lay-down yard for equipment and materials staging. The addendum mandates that all proposals must be signed, dated, and submitted in compliance with the addendum requirements, or proposals will be considered incomplete. Two properties (196 Church Street and 120 Oak Street, both in Willimantic, Connecticut) have been added to Phase 1 and removed from their original phases.
Payment for all service line replacements is made at the contract unit price per each for the respective contract item based on actual length of pipe placed, including all fittings and adapters. The contractor bears responsibility for state and local permits, with Connecticut Department of Transportation permit fees payable to the state; however, Windham Water Works has waived all building and water permit fees and eliminated town bond requirements. Contractors must provide licensed plumbers for master valve replacement work and are responsible for traffic control costs, with state police required for state roads and local police required for town roads. No more than five properties may be under construction simultaneously, and the contractor must complete all restoration work before a property ceases to count toward this limit. The lay-down yard provided by Windham Water Works offers no security, utilities, or facilities, with no responsibility assumed for lost or stolen items. Night work is prohibited, and all electrical grounding must not be connected to the water service line. Prevailing wage rates apply per Connecticut Department of Labor standards.

Yes, WWW has an area for a lay down yard that was visited by all contactors on Oct 17, 2025. WWW is NOT responsible for any lost or stolen items there is no security but there is a bar gate that’s locked daily by the Public Works Dept. There are NO utilities/facilities at the lay-down yard.
• What permits or licenses (state, federal, local, plumbing, road opening) do you anticipate the contractor needing for this project and what are the costs associated with each?
Contractors will be responsible for any State of CT Department of Transportation application and permit fees. Call the state of CT for costs. Building & Water permit fees in the Town of Windham have been waived. Contractor is responsible for filling out the paper permit’s out per location for the water dept and the building dept.

WWW will issue no charge permits for the lead service line replacements. No Town of Windham bond will be required.
• Section 01 11 00-3 1.13 constraints states that no more than 5 properties can be under construction at the same time. The next page 1.6 work sequence mentions multiple crews. Can we have multiple crews working at the same time? If we have 2 crews working, more than five properties will be affected per day. Please clarify.
You can have multiple crews working at the same time. No more than five (5) properties may be under construction at one time during the Work. CONTRACTOR is responsible for performing all restoration necessary following the installation of a new service line before that property will not count as one of the five properties under construction.
• Please provide prevailing wage information for this project.
Feel free to do your own research on the State of CT Department of Labor.
• Can a bid unit be added for yearly price escalation? Possibly a percentage increase to be applied to each bid item per year?
Each year or phase has its own bidding form.
• Are all/most of the curb stops located in the sidewalks as shown in Exhibit A?
Most of the curb stops are located in the sidewalks or close to them.
• Are police details required for traffic control or are flaggers required? How is traffic control paid for on this project? Do you have a company that is used locally for traffic control?
Yes. In State roads they require state police for traffic control. In Town roads they require local police. The contractor is responsible for the payment of these details.
We don’t use companies for traffic control. Please see exhibit A for local and state roads.
• What is the completion date for this contract?
WWW is looking to have this job completed no later than 10/30/2030 5 years if not sooner.

Curb stops will be furnished and installed only as directed by the Owner per the contract document.
• Property list (service address, service ID, customer type).
See Appendix B.
• Service type per address (System-Side only, Building-Side only, or Full). (As defined in Contract Items—System-Side = main to curb stop; Building-Side = curb to building.)

• Estimated lengths:
WWW doesn’t have these
• Curb stop locations (coords or sketches) and note if relocations are expected.
WWW can supply Tie Card Drawings by request.
• Surface/restoration breakdown per address (SY or SF by surface type: pavement, sidewalk, lawn/loam): this will align with the unit-price restoration items.
Windham Water Works does not have those estimates.
• Any constraints/notes per address (traffic control needs on specific streets, night work restrictions, access limitations, meter location quirks, multi-unit dwellings, etc.).
See Appendix B for traffic control needs by street. No night work is allowed.
