About this file

This document is Addendum 1 for RFP 14047-0-2025-BG issued by the City of Madison Finance Department for Community Outreach and Capacity Building for Home Energy Upgrades. The addendum, dated July 28, 2025, provides responses to five questions submitted by potential bidders regarding applicant eligibility, participant income qualifications, workforce requirements, mobile home eligibility, and letter of commitment requirements. Key clarifications include that organizations do not need to meet the strict legal definition of community-based organizations but must have culturally responsive staff, fiscal management capacity, training plans, collaboration experience, privacy protocols, and EPA compliance ability. The document also confirms that workforce is an optional component and that mobile home outreach is allowed.

The funding structure clarifies that 60% Area Median Income (AMI) residents qualify for weatherization programs through this grant without requiring Energy Assistance applications, while multifamily buildings must agree to hold rents at HUD Fair Market Rates post-upgrade to participate in the efficiency navigator program. The grant will not provide supplementary funding for existing HOMES or HEAR programs, and distribution of plug load devices will be determined by the leadership team rather than income thresholds. Bidders must acknowledge receipt of this addendum on RFP Form B, and the purchasing contact is Brittany Garcia at bgarcia@cityofmadison.com or (608) 243-0529.

RE: ADDENDUM 1

14047-0-2025-BG

Community Outreach and Capacity Building for Home Energy Upgrades

Notice to All Bidders:

Please note the following responses to the questions received:

Question 1: From our review of the RFP, it appears the lead applicant must be a community-based organization (CBO). While we are not classified as a CBO, we are a mission-driven nonprofit with deep roots in Madison and experience supporting similar initiatives.

Answer 1: Please see section 6.1 Applicant Eligibility. Organizations do not have to adhere to the strict legal definition of a CBO per 20 U.S. Code § 7801 – Definitions. However, you must have:

• culturally and linguistically responsive staff;

• capacity to manage all fiscal and reporting requirements to maintain contract compliance;

• staff training and continuous improvement plan for service delivery;

• an established record of successfully collaborating with community partners; and

• policies and protocols to support and maintain individual confidentiality and privacy where required; and

• the ability to comply with the current EPA General Terms and Conditions and EPA Community Change Grant Terms and Conditions.

Question 2: I have a specific question regarding the eligibility of participants, in addition to the location - target project census tracts and Income. I want to clarify the income qualifications:

1. 60% State media income qualifies for the state energy weatherization program (project home), but will not be covered by this grant?

2. Multifamily buildings would qualify for the Energy Efficiency Navigator and must be at the rent stated in Table Final FY 2025 & Final FY 2024 FMRs By Unit Bedrooms and will be covered by this program.

3. 80% state median income single-family homes will qualify for Focus on Energy HOMES and HEAR rebate programs and will not be covered by this program.

4. Will all potential participants in the target area with an income under 80% the median income qualify for these "energy saving devices"?

Answer 2:

1. 60% AMI for weatherization program is funded through this grant, however residents do not have to apply for Energy Assistance to qualify as they do for the state program.

2. Multifamily buildings qualify for participation in the efficiency navigator program if they agree to hold rents at HUD metro FMR for Madison after upgrades have been made

3. We will not be providing supplementary funding for HOMES or HEAR program.

4. Distribution of plug load devices will be discussed by leadership team, but as of now is not based on income threshold mailto:finance@cityofmadison.com http://www.cityofmadison.com/finance/purchasing

Question 3: Is workforce a necessary or optional component of the grant?

Answer 3: Workforce is an optional component of the grant.

Question 4: Over the years I've been trying to support as much as possible the Mobile Home Park community up the street from the old 810 Badger Centro location, on Badger Road. Are mobile homes eligible for this?

Answer 4: Mobile home outreach would be allowed.

Question 5: Inclusion of the letters of commitment from named partners in the application. Is there a limit on the number of pages and/or number of letters you will accept? Can you please confirm that the letters will not be counted towards the 10-page limit?

Answer 5: There is no limit to the number of letters of commitment or their length. They do not count against the page limit. Letters of commitment should only be provided by organizations that are partners on a joint application. General letters of support should not be submitted along with the application.

Bidders must acknowledge receipt of this addendum accordingly on RFP Form B, Receipt Forms and Submittal Checklist.
