About this file
This document is Addendum No. 1 to the specifications for the Gitch-Gami State Trail Culvert Replacements project, issued by the Minnesota Department of Natural Resources (DNR) for Solicitation No. 2025-804. The addendum modifies several sections of the original bid documents, including changes to demolition, pavement removal, and testing requirements. The bid opening date has been shifted from May 1, 2025, to May 5, 2025, at 2:00 PM, with electronic submissions required through the Swift Portal. The project involves replacing seven existing culverts and installing one new culvert along the Gitchi-Gami State Trail from Gooseberry to Lutsen in Lake and Cook Counties.
The addendum provides clarification on several technical specifications, notably removing requirements for vault toilet pumping, adjusting pavement removal guidelines, and eliminating certain testing protocols. The document indicates that the culverts are shallow, ranging from 2-3 feet underground, and attached site photos demonstrate the current trail conditions at various locations including Gooseberry, Split Rock, Beaver Bay, and Lutsen. The addendum emphasizes that contractors will need to determine pavement removal based on culvert size and depth, and no density testing will be required for the subgrade. The project aims to maintain the Gitchi-Gami State Trail infrastructure with minimal disruption and precise culvert replacement specifications.

FOR
Gitch-Gami State Trail Culvert Replacements Solicitation No. 2025-804
Original Opening Date: 5/1/2025
Original Opening Time: 2:00 PM
NEW OPENING DATE & TIME: Monday, May 5, 2025 at 2:00 PM
THE BID OPENING DATE HAS CHANGED.
SCOPE OF ADDENDUM
REMOVE:
1. Under SECTION 024118 – DEMOLITION, SALVAGE AND DISPOSAL remove E from 1.2 measurement and payment. “The vault toilet pumping prior to demolition is incidental.”
• No intent to demo forms and no vault toilet pumping prior to demolition.
2. Under SECTION 024118 – DEMOLITION, SALVAGE AND DISPOSAL portions of H 1, I 1 and J 1 from 3.2 Installation.
H. Pavements and Sidewalks.
1. In removing pavements, sidewalks, and similar structures, where the cut will be exposed in the finished work, the structure shall be sawed along the removal line(s) with a concrete saw, unless the removal is made to an existing joint. The Contractor shall saw the existing concrete or bituminous pavement at the location(s) shown on the Plans in the Specifications and as staked by the Engineer for the purpose of establishing a neat line from which to extend the new work.
I. Sawing Concrete Pavement
1. The Contractor shall saw concrete pavement along the removal line(s) to the depth indicated in the Plans, the pertinent Specification, or, in the absence thereof, to a depth 30 percent of the thickness of the concrete prior to breaking off the pavement.
J. Sawing Bituminous Pavement
1. When sawing is specified, the Contractor shall saw bituminous pavement along the removal line(s) to a minimum depth of 3 inches prior to breaking off the pavement.
• No pavement removal lines provided. Contractor will need to determine amount of pavement removal based off of the culvert size and depth.
3. Under SECTION 024118 – DEMOLITION, SALVAGE AND DISPOSAL remove K from 3.2
INSTALLATION. “The vault shall be abandoned according to Minnesota Rules Chapter 7080 Individual Sewage Treatment Systems Program.”
• No intent to demo forms and no vault toilet pumping prior to demolition.
4. Under SECTION 31 23 13 – SUBGRADE PREPARATION remove C from 3.3 Field Quality Control.
“The Contractor shall be responsible for retaining an independent testing lab, subject to the approval of the Engineer, to take representative samples of subgrade, test the samples, and submit copies of the test results to the Engineer. All testing shall be paid for by the Contractor. One (1) density test shall be taken for every 3000 square yards surface area of trail, roadway, and/or parking area construction, but the minimum number of tests required for this Project shall be three (3). If tests fail, the cost of correcting the deficiency and retesting shall be borne by the Contractor and repeated until all tests pass.”
• No pavement testing is needed for the bituminous pavement.
5. Under SECTION 32 12 16 – BITUMINOUS PAVEMENT remove A and B from 3.2 Field Quality Control. “During placement, the Contractor shall obtain one representative bag sample from behind the paver for every 1000 tons of mix placed (minimum one sample per Project), and this material shall be used for gradation and asphalt content testing. The Contractor shall also obtain representative core samples from the finished pavement every 4000 square yards of surface area, but the minimum number of tests required for this Project shall be three (3) at locations selected by the Engineer. A MnDOT certified Level I Bituminous Quality Management (QM) Tester shall test the samples for gradation, core thickness and percent of bituminous material by weight in accordance with ASTM and MnDOT testing procedures.
Two (2) copies of test results must be submitted to the Engineer for evaluation. The cost of all testing shall be incidental to the price of paving.
The Thickness and Surface Requirements of MnDOT SPEC 2360.3E are supplemented as follows:
The bituminous thickness will be determined by the average thickness of asphalt cores taken as described above.
If the average thickness is greater than or equal to the specified thickness, payment for the bituminous pavement will be at the Contract price. No increase in payment will be authorized for average thickness exceeding the specified thickness.
If the average thickness is less than the specified thickness minus 1/4 inch, then the bituminous pavement shall be overlaid with a minimum one-inch lift at the Contractor's expense.”
• No density testing will be required for the subgrade.
6. Question on culvert depth – is there any info on culvert depths below road/trail surface?
• These are all shallow culverts installed under asphalt and subgrade. Shouldn’t be more than 2 – 3 feet underground.
• See attached photos of some of the culvert sites attached on pages 3-10
