About this file
This is an Addendum #1 issued by the California Military Department for the Summer Encampment Bus Service contract at Camp San Luis Obispo (Event #34187). The addendum clarifies that a charter bus/motorcoach can be provided in lieu of a school-style bus for the June 19-27 timeframe, corrects the service start date to June 15 (previously listed as June 16), and clarifies that only adult passengers must have valid ID while children do not require ID. The bid opening remains scheduled for February 18, 2025 at 3:00 PM, with all bids to be submitted to the Contracting Office at 10601 Bear Hollow Drive, Rancho Cordova.
The addendum includes an updated proposal form for bidders to document bus service costs and provides pricing guidance for multiple-stop routes, allowing vendors to combine pricing with strikethroughs on additional stops. Small Business (SB) and Disabled Veteran Business Enterprise (DVBE) preferences of 5% each are available, with a combined 10% preference possible for firms certified as both SB and DVBE. Non-small businesses can claim a 5% preference by subcontracting at least 25% to certified Small Businesses. Email bids are not accepted, and bidders must notify Christopher Russell 24 hours before submission with tracking information for mailed bids or intent to hand deliver.

Subject: Addendum 1 to Invitation for Bid, Event #34187 Summer Encampment Bus Camp San Luis Obispo, San Luis Obispo, California
The following changes to the Invitation for Bid (IFB) have been made and shall be part of the contract document issued from this solicitation:
The following are the questions and answers submitted for this solicitation:
1. On page 32 section 3) SPECIFIC REQUIREMENTS: “2. Contractor will supply one "school- style” bus that will accommodate no-less-than 50 students to operate within a 15-mile radius of Camp San Luis Obispo. The bus may operate from 6:30am to 7:00pm from 19-27 JUN 25 with specific transportation mission coordinated within 24 hours by the CM or Alternate. The CACC will provide housing for the driver on or off site. Meals for the driver and secure parking for the bus will be available on-site.”
This service is not included on the price breakdown chart on page 61 (document A-2) How should we document the cost of this bus and additionally is it a requirement to be "school bus" or can a charter bus be provided in lieu.
Please see the updated proposal form attached to this addendum for all bidders to document the cost of this bus. For this additional bus, a charter bus can be provided in lieu of a school bus.
2. On page 32 section 4) HOURS OF OPERATION & HOLIDAYS: The service date referenced is 06/15 however on page 61 (Document A-2) the date is 06/16. What is the correct date?
There was a typo on Document A-2; the correct date is June 15. Please see the updated proposal form attached to this addendum with the corrected date.
3. On page 39 section 6) SPECIAL REQUIREMENTS: “Contractors must possess a valid Driver's License, Proof of Vehicle Insurance and Vehicle Registration to drive on the installation. All passengers must have a valid government issued identification card.”
Is it the responsibility of the contractor to ensure all passengers have a valid ID?
It is the contractor's responsibility to ensure the adults on the bus have a valid ID. The children on the bus do NOT need to have a valid ID. The California Cadet Corps will provide an adult chaperone for each bus.
4. Scope of Work, Section 3, Subsection 2 "Contractor will supply one 'school-style' bus that will accommodate no-less-than 50 students to operate within a 15-mile radius of Camp San Luis Obispo. The bus may operate from 6:30am to 7:00pm from 19-27 JUN 25 with specific transportation mission coordinated within 24 hours by the CM or Alternate."
Can a motorcoach be used in place of a "school-style" bus to fulfill the requirements outlined in this subsection?
A charter bus/motorcoach can be provided in lieu of a school bus for the 19-27 June time frame.
5. Proposal Form, Section A-2 through A-3
The form does not appear to include an entry point to list the cost for the "school-style" bus specified in Scope of Work, Section 3, Subsection 2. Where should we provide this price information within the bid cost breakdown?
Please see the updated proposal form attached to this addendum for all bidders to document the cost of this bus.
6. Have you previously utilized school buses or motor coaches for charter services to and from camp?
Yes we have used school buses to and from camp.
7. Are there any specific ADA accommodations or requirements that need to be addressed?
No.
8. What is the estimated budget allocated for the program?
The budget will align with the award as appropriate.
9. For trips involving multiple stops, is it possible to combine the pricing (e.g., A2 + A2.1 = Total Price)?
Each stop is listed in the proposal to better gauge the prices for a given route. If you wish to combine the pricing in the proposal form for trips involving multiple stops, please strikethrough the additional stops and list the combined price on the first stop (i.e. for Charter Bus C1 and C1.1, list the full price under Charter Bus C1, with a strikethrough on Charter Bus C1.1).
10. RFP Submission: The RFP indicates that bids should be submitted via email to Christopher Russell at least 24 hours prior to the proposal deadline; however, it also mentions that email submissions are not currently accepted. Could you please confirm the correct procedure for email submissions?
This section refers to the information regarding the proposal submission, not the proposal submission itself.
For example, if the proposal is being sent by mail, an email must be sent to Christopher Russell at least 24 hours before the deadline with tracking number information included. If the proposal is to be hand delivered, an email must be sent to Christopher Russell at least 24 hours before the deadline with intent to hand deliver.
Email bids are not accepted.
11. Can you confirm only a school bus will be required to remain on site for daily use during the two-week camp period, and if so, will on-site parking be provided?
Yes only a school bus will be required from the June 19-27 time frame to remain on site for daily use, and Yes on site parking will be provided.
12. Could you clarify where the school bus pricing should be reflected on the pricing sheet, as it currently only includes charter bus movements?
Please see the updated proposal form attached to this addendum for all bidders to document the cost of this bus.
The Proposal Form has changed. Proposals must be submitted using the updated proposal form attached to this addendum. Proposals including the old proposal form shall be considered invalid.
The bid opening time remains the same. All bids must be submitted to the Contracting Office no later than 3:00pm local time on February 18th, 2025.
ALL OTHER CONDITIONS REMAIN THE SAME
