About this file
This is Addendum No. 1 issued by the Florida Department of Transportation (FDOT) for Bid #DOT-ITB-25-7019-EG for Power Outage Emergency Beacon (POEB) and Manual Transfer Switch for District Seven, with bids due February 14, 2025 at 9:00 AM. The contract term has been changed from three years to two years, becoming effective upon award date. The scope involves installing POEBs and manual transfer switches at various intersections, requiring 4G cellular modems with 5-year cell service included, and meeting FDOT grounding specifications.
The addendum clarifies several technical requirements including that unit pricing must remain the same throughout the contract term, and potential price increases due to tariffs should be factored into bid prices. The Exhibit B Bid Sheet has been revised to address questions about quantity ranges and pricing calculations. Manufacturers are permitted to bid but must bid on all specified items, not just furnish-only prices. No priority list is available for intersection deployment sequence, and bidders must account for varying site conditions and traffic control requirements in their pricing.

FLORIDA DEPARTMENT OF TRANSPORTATION
ADDENDUM NO. 1 DATE: February 11, 2025
RE: BID #: DOT-ITB-25-7019-EG
BID TITLE: Power Outage Emergency Beacon (POEB) and Manual Transfer Switch for District Seven
OPENING DATE: February 14, 2025, at 9:00 AM
Notice is hereby given of the following changes to the above-referenced BID:
1. TECHNICAL QUESTIONS AND ANSWERS:
Question 1: There is a considerable difference between an intersection like SR60 and McMullen where cable is routed between heads through steel girders, bridge mounted conduit and underground conduit for several hundred feet vs an intersection like Bayshore and SR60. In addition to variations in material requirements, traffic control requirements are substantial. Is there any sort of priority list of the intersections or the sequence that FDOT intends to follow that would allow some sort of determination of the likely complexity of the initial deployment?
Answer: No priority list is available at this time.
Question 2: Section 2.6.2. states that “A fourth-generation wireless (4G) machine to machine (M2M) cellular modem” is required. Please address the following questions pertaining to this item:
a.) Is FDOT or the Contractor responsible for providing service to this modem?
b.) If the FDOT is responsible, how will the modem be programmed?
c.) If the contractor is responsible, please provide additional details including minimum data requirements and preferred provider?
d.) Is there any remote testing requirement through the modem and if so, where is the testing to take place from and through what interface?
e.) Is the contractor required to set up any software that monitors the POEB remotely. No
Answer: a.) Five years of cell service should be included in the bid. b.) The modem shall accommodate remote diagnostic access to the solar controller. c.) Minimal data will be transmitted and only sent when accessed remotely by the maintaining agency. d.) There are no remote testing requirements. e.) The contract vendor is not required to set up any software monitoring.
Question 3: Section 2.8.2 States “There shall be sufficient ground rod installed for the POEB cabinet, per FDOT Standard Specifications for Road and Bridge Construction, with a #6-gauge wire from the POEB cabinet to the ground rod.” Is this section indicating that the existing FDOT ground at the intersection is sufficient and the contractor only needs to install a #6 wire from the POEB cabinet to the ground rod, or is the contractor responsible for installing a new grounding system?
Answer: Must meet FDOT grounding standard specifications supplied in the ITB.
Question 4: Please clarify the following for the “Exhibit B Bid Sheet”:
a. In the “Total” column it is indicated to take “AxB”, where “A” is given as a range (i.e., 1-50, 51-100, etc.). What number are we supposed to use in each range to represent “A” in the equation?
b. Similarly, when the Quantity is identified as “500+” what quantity should we use to represent “A” in the “A x B” equation?
c. For the “Grand Total” are we to sum every number in the “Total A x B” column?
d. If, for example, the Item 1 quantity is 49 for years 1, 2 and 3, for an overall total of 147, which price would we get paid? Is it the 1-50 price? Or is it the 101-200 price?
Answer: The Exhibit B, Bid Sheet has been revised. Unit price will be the same during the term of the contract.
Question 5: Section 32 of the ITB states “Manufacturers are encouraged to bid”. Since we are a manufacturer and not a contractor are we allowed to supply furnish only price on the bid?
Answer: Manufacturers shall bid on the items specified in the ITB (see section 21).
Question 6: Are there provisions for price adjustments in years two and three of the contract?
If not, can this be changed to a one-year contract due to potential price increases from pending Tariffs?
Answer: The term of the contract will be two years. Potential price increases should be considered in the bid price.
Question 7: Please clarify the quantity that should be used from column “A” in the bid pricing sheet for the “A x B” calculation. Currently the column consists of ranges rather than specific quantities.
Answer: The Exhibit B, Bid Sheet has been revised.
2. REPLACE: Exhibit B, BID SHEET
3. CHANGE: Introduction Section, 1) Invitation, to the following:
The purpose of this invitation to bid (ITB) is to obtain competitive bids to establish a two-year contract for the purchase of power outage emergency beacon (POEB) and manual transfer switch by the Florida Department of Transportation, District Seven, hereafter referred to as the "Department". The contract will become effective on the date the successful bidder is approved for award and will expire two years from that date. After the award, said bidder will be referred to as the "Vendor".
Bidders must acknowledge receipt of this Addendum by completing and returning to the
Procurement Office, by no later than the time and date of the bid opening. Failure to do so may subject the bidder to disqualification.
