About this file

This is an Addendum from the City of Madison Finance Department for RFB #13106-0-2024-BG regarding the 2024 Building Demolition Hazmat Assessment project. The addendum provides responses to 10 bidder questions concerning hazardous materials assessment requirements for multiple commercial/retail buildings slated for demolition. Key clarifications include: lead inspectors must be licensed by Wisconsin Department of Health Services, a revised Form D-Cost Proposal was issued adding rows for hazardous/regulated materials assessment, all buildings must be tested for both friable and non-friable asbestos materials, and all surfaces must be tested for lead. The addendum includes detailed building information and floor plans for five properties: 1901-1915 South Park St. (constructed 1958), 1810 South Park St. (constructed 1951-1964), 814 North Ave. (constructed 1940), 810 W. Badger Rd. (constructed 1970), and 818 W. Badger Rd. (constructed 1955).

The revised cost proposal requires bidders to submit all-inclusive, not-to-exceed fixed fees for both on-site assessment and detailed reporting for each property. Pricing must be broken down by three categories per site: asbestos assessment, lead assessment, and hazardous/regulated materials assessment. Special consideration is required for 818 W. Badger Rd. which will remain an active office during the assessment period. The pricing must include all direct and indirect expenses including travel, telephone, copying and other out-of-pocket expenses. All prices must remain fixed for the entire contract term and any renewals, with any increases requiring written agreement by both parties.

RE: ADDENDUM 1

2024 Building Demolition Hazmat Assessment

Notice to All Bidders:

Please note the following responses to the questions received:

1. The structures requiring assessments appear to be commercial/retail buildings. Section 2.3 of the RFB requires bidders to have lead inspectors licensed with the WDHS. Please confirm this is a requirement, as the WDHS license typically applies to target housing and child-occupied facilities, and not commercial/retail buildings.

Answer 1: The lead inspector is required to be licensed by the State of Wisconsin Department of Health Services. WDHS requires lead testing for buildings being lived in and childcare facilities requiring renovation but not for commercial buildings. However, the Wisconsin Department of Natural Resources looks at lead testing to determine if the material can be disposed of as clean fill or not. Where WDHS wouldn’t require testing for demolishing a commercial building, the WDNR uses WDHS licensed testing professionals for data on if waste materials are clean or lead containing.

2. How does the city want us to include hazardous materials and regulated materials assessment? There is only space for lead and asbestos in the pricing document.

Answer 2: Please see revised Form D-Cost Proposal attached to this addendum. We have added a row under each address for the category “Hazardous/Regulated Materials”

3. Is the small shed next to the main building located at 814 North Ave. included with this contract?

Answer 3: Yes, please include assessment/testing of the small shed with the address number 826 North Ave. with the main building addressed 814 North Ave.

4. Can you provide any known construction dates of the buildings?

Answer 4: Please see Exhibit B attached to this addendum

5. Will the City of Madison be providing any drawings/building layouts of the buildings included in the assessment.

Answer 5: Please see Exhibit B attached to this addendum

6. Is the consultant responsible for patching and/or repairing any damage caused by the inspection or sampling, including roof sampling?

Answer 6: Patching and/or repair is not required. Please note that 818 W. Badger Rd. is an active mailto:finance@cityofmadison.com http://www.cityofmadison.com/finance/purchasing

December 2, 2024

12/2/2024-Addendum 1.doc office and will not be vacated until after the assessment period of this contract. Please use consideration and minimal disruptive practices at this facility.

7. Are destructive investigation techniques acceptable to the owner?

Answer 7: Investigative techniques that create damage are permitted at all vacant sites. For all sites, when determining where to sample it is preferred that whenever possible, sampling occurs in a location and in a way that does not create an opening that would allow for human, animal or environmental entry. For example, sampling the roof could be done at a parapet. Please note that 818 W. Badger Rd. is an active office and will not be vacated during the assessment period of this contract. Please use consideration and minimal disruption at this facility.

8. Typically, only recyclable, concrete-like products are test for lead in a demolition survey. Is this acceptable, or does the city want all painted/ceramic surfaces tested for lead?

Answer 8: Please test and report all surfaces for lead.

9. Under section 1.8 Affirmative Action Notice of the RFB. Does the reference of 15 or more employees include counting the owners?

Answer 9: If the owner is included in the payroll, they should be included in the head count.

Additionally, the head count is for all employees, at all locations, without regard to the number of hours they work per week.

10. Is asbestos testing and reporting required for only Category I non-friable or is Category II non-friable asbestos-containing material also required?

Answer 10: Please test and report for friable asbestos material and Categories I and II non-friable asbestos containing materials.
