About this file
This document is an Addendum to a Request for Information (RFI) issued by the California Air Resources Board (CARB) regarding Tracking Feedstock Characteristics (TFC). The purpose of this RFI is to gather information and suggestions from research institutes and commercial vendors that could help improve CARB's administration of the Low Carbon Fuel Standard (LCFS) program and provide better access to data on biofuel feedstock sources for CARB staff and third-party verification bodies. The RFI is particularly focused on understanding potential laboratory or other analytical methods to routinely analyze biofuel feedstocks or finished biofuels to identify the presence of virgin oils such as palm, soybean, canola, or other oil feedstocks.
The addendum provides responses to several questions related to the RFI, including the lack of a defined budget, the absence of an incumbent vendor, the need to establish standards and definitions for the testing, and the desire to identify methods for both individual and comingled feedstocks. The addendum also clarifies the definition of "used" cooking oil in the context of the LCFS regulations.

Questions and Answers
Question #1:
What is the budget for this requirement?
Answer #1:
The budget for any future procurement activities will be determined in the future and informed by the RFI responses.
Question #2:
Is there an incumbent vendor currently providing these services or is this a new requirement for the department?
Answer #2:
There is no incumbent vendor to provide services related to this RFI.
Question #3:
What standards or definitions are intended to be used to compare the results of the testing to?
Are there existing standards/definitions? If not, how are standards/definitions going to be established? What will that process be?
Answer #3:
No specifications or standards have been defined at this time. The intent of the RFI is to gather information to assist with future actions.
Question #4:
It is our understanding that there are test methods that might be appropriate to identify individual feedstocks. However, most processors will have combined tanks of multiple feedstocks, are you also looking to identify methods for comingled feedstocks?
Answer #4:
Yes, we are looking both to identify testing methods for individual feedstocks and methods for comingled feedstocks.

Question #5:
Most biodiesel and renewable diesel refineries utilize multiple feedstocks at any given time so both the feedstock and finished fuel tanks will be comingled. Are you also looking to identify methods for these?
Answer #5:
See response to Question 4 above.
Question #6:
What is meant by “used”? Is there a definition for this?
Answer #6:
Assuming the reference in this question is to the word used in Used Cooking Oil, please refer to the definitions in the Low Carbon Fuel Standard Regulations, available on the CARB webpages at: RESO 18-34 LCFS Attachment A Final Reg Order.
