About this file

This document is an Addendum issued by the Virginia Department of Transportation (VDOT) related to an Invitation For Bids (IFB) for Ferry Operator Services. The IFB is for operating the state-owned Merry Point Ferry in Lancaster County and the Sunny Bank Ferry in Northumberland County. The addendum revises the bid due date, bid opening date, and removes the requirement for bidders to submit a Small Business Subcontracting Plan. It also provides responses to questions received during the pre-bid conference, including clarification that VDOT will not provide a blower for cleaning the ferry decks and that the fueling process will remain as stated in the original IFB.

The IFB requires bidders to provide pricing for all positions and scenarios. The contract will be awarded to a qualified firm to provide the ferry operator services. There are no set-asides or incumbents mentioned in the document. The funding source and amounts are not explicitly stated.

Q&A’s Received during the Pre-bid:

1. Dress Code: Will VDOT allow for navy blue cargo style shorts to be worn during Summer months, with their steel toed boots?

No. Clean, long pants that meet safety requirements are required, throughout the course of the contract.

2. Will VDOT supply a blower to clean the deck and landing areas?

No.

3. The IFB states 15 minutes is allowed for the operator to refuel and ready the ferry for morning operation, however, this is not enough time, especially at Merry Point. Would VDOT refuel the Ferry using their fuel truck instead of having the contractor pump from a storage tank into a gas buddy to pull up on the boat for refueling?

The fueling process shall remain the same as is stated in the IFB.

4. Please confirm, all vendors must provide pricing for all positions and scenarios.

Yes.
