About this file
This document is an Addendum No. 1 issued by the Florida Department of Transportation (FDOT) District Six related to Invitation to Bid (ITB) DOT-ITB-23-6181IZ for District-Wide Right-of-Way Asbestos and Air Monitoring Consulting Services in Miami-Dade and Monroe Counties. The addendum addresses questions received from prospective proposers and provides clarifications regarding the required bonding letter and certificate of insurance. Key details include that bidders must submit a bondability letter from a surety company stating the bidder's ability to obtain a $50,000 performance bond, and that a certificate of insurance (COI) in the ACORD format can replace the required insurance letter, as long as it meets the specified insurance requirements. The proposal due date is April 13, 2023, at 10:00 AM, and the contract will be awarded to a single firm to provide the requested consulting services.
The addendum also notes that all other documents related to the subject project remain unchanged, and failure to file a protest within the prescribed timeframe or post the required bond will constitute a waiver of proceedings under Chapter 120 of the Florida Statutes.

Work Description: To provide District-Wide Right-of-Way Asbestos and Air Monitoring Consulting Services in Miami-Dade and Monroe Counties for the Florida Department of Transportation (FDOT)
Question 1: Will we be required to submit the bonding letter?
Answer 1: Per Attachment #1 Qualifications Submittal, point 6, a performance bond in the amount of fifty-thousand dollars ($50,000.00) will have to be provided by the awarded firm in order to execute the contract. However, bidders must submit in their bid package a bondability letter from a surety company or bonding agent authorized to do business in the State of Florida, stating that the bidder is bondable in the amount stated above. In other words, the letter must state that the bidder has the ability to obtain a performance bond for this project. The letter must include the surety company’s letterhead.
Question 2: Can the Certificate of Insurance (COI) replace the letter from the insurance company?
Answer 2: Per Attachment #1 Qualifications Submittal, point 7, the bidder shall provide a letter from an insurance company authorized to do business in the State of Florida indicating that upon award of the contract, the insurance company shall provide the contractor with general liability insurance, professional liability insurance, and workman’s compensation insurance requirements as stated in the invitation to bid. It will also be acceptable to submit a Certificate of Insurance (COI) in the ACORD format, however, the certificate must be submitted within the requirements stated in the invitation to bid.
All other documents of the subject project remain unchanged.
Failure to file a Protest within the time prescribed in Section 120.57(3), Florida Statutes, or failure to post the bond or other security required by law within the time allowed for filing a bond shall constitute a waiver of proceedings under Chapter 120, Florida Statutes.
