About this file
This addendum to Invitation to Bid #25-14 pertains to HVAC maintenance and repair services for Butts County, Georgia. The county is soliciting proposals from qualified licensed vendors to provide preventative maintenance services and repairs for heating and cooling systems and related vent fans across various county buildings on a renewable annual contract basis. The bid includes 22 locations with 96 assets lacking model numbers; bidders may conduct site visits to assess equipment without removing covers or accessing roofs without county supervision. Proposals must be submitted to the Butts County Purchasing Department by 2:00 PM local time on July 24, 2025. The county prefers to award to a single vendor but retains the option to award to multiple companies at its discretion.
Pricing shall be structured as a unit price per location for quarterly preventative maintenance visits, with bidders permitted to add additional sheets for annual totals given varying unit quantities by location. Bidders must include filter changes and filters in their estimates, though no filter list is provided. The cost proposal should include an estimated annual amount for repair services based on professional judgment and the age and condition of equipment; this estimate will not be binding but will inform award decisions as part of the county's emphasis on responsive, expert bids. Bond documents are required only after contract award. The county intends this as a preventative maintenance contract where it will cover major repairs and parts, shifting from a reactive to a proactive maintenance approach.

ITB #25-14 HVAC
ADDENDUM #1
POSTED: July 10, 2025
1. Can you clarify if the bond documents are needed in our submission or after award? Post Award
2. Does the county intend to award to one bidder or multiple companies? Preferable one vendor, but multiple is an option at the county’s discretion.
3. I am working through the asset list for the bid list and there are 96 assets without any Model number. Do you have those details or is a site visit required? According to my maintenance director, you're welcome to drive around and look at the units. Taking covers off or getting onto the roof is not an option without supervision.
4. Also, are we to include filter changes and filters and if so do you have a filter list? Filter change is considered part of preventative maintenance, so yes, your estimate should include filters and change. There is not a list of filters available.
5. Under the cost proposal form, it asks for unit price (per visit). Is the unit price defined as (4) visits total? OR, is the unit price for 88 visits, (22 locations x 4 visits)? Pricing is for quarterly preventative maintenance – per location. Because the number of units vary by location, additional sheets may be added for the annual totals.
6. Under section 4, it is asking for estimated annual repair services. This amount is an educated guess, and cannot be firm, therefore, how will this number have an impact on the award in regard to price. As most bids I read are written to give an estimated amount of hours for repair services. Based on the age and number of units, and because the impact includes the most responsive, please use your professional opinion and recommendation. This is the first time we have put out a bid for preventative maintenance, so we are looking for expert responsive bids.
7. Is this intended to be a full maintenance contractor with the contractor absorbing repair costs or is this a preventive maintenance contractor, with customer paying repair costs? Preventative maintenance primarily. Yes we would pay for major repairs and parts. Our goal is to be proactive instead of reactive with so many units.
