About this file

This is Addendum No. 1 to an Invitation to Bid issued by the Florida Department of Transportation District Three for the purchase of mitigation credits in the St. Andrews Bay Watershed. The addendum, dated April 3, 2026, notifies all proposers of a change to the bid timeline. The original sealed bid submission deadline was March 30, 2026, at 10:00 AM, with public bid opening scheduled for 10:30 AM at the Department's Chipley office. Technical questions were required to be submitted by March 26, 2026, at 4:00 PM. The amendment extends the posting of the intended decision and award announcement to April 10, 2026, at 9:00 AM on the Florida Vendor Information Portal, representing a one-week delay from the originally scheduled April 3, 2026, posting date. All proposers must acknowledge receipt of this addendum by signing and enclosing the acknowledgment form with their bid submissions. The procurement seeks competitive bids for wetland mitigation credits across three wetland categories—Freshwater Forested/Palustrine Forested, Freshwater Wet Flatwoods/Wet Prairie, and Saltwater Marsh/Estuarine—with varying acreage amounts requiring Federal and/or State credits. The contract is structured as a 24-month indefinite quantity term agreement with no guaranteed purchase volumes.

Bidders must submit per-credit pricing on a single Bid Sheet per vendor in PDF format with a maximum file size of 25 MB through electronic submission via the MyFloridaMarketPlace system, to which all prospective bidders must be registered by the bid opening date. Qualified bidders must possess valid federal and/or state mitigation banking permits with approved instruments and current ledgers demonstrating available credits within appropriate service areas. Upon award, vendors must deliver a receipt letter confirming formal adjustments to state and federal regulatory ledgers within 14 days of the purchase order. The procurement is subject to the MyFloridaMarketPlace transaction fee of 1 percent and utilizes federal funds, with no published award value or budget range specified. The Department reserves the right to award to single or multiple vendors based on lowest-cost proposals and may reject any or all bids. There are no designated set-asides for disadvantaged enterprises, and no incumbent vendors or current contractors are identified. All prospective bidders must comply with nondiscrimination provisions, E-Verify requirements, and scrutinized companies list certifications.
