About this file
Addendum 1 for the Dog Park Construction project is a document prepared by the Town of Westborough, Massachusetts, specifically by Shab Khan (CPO) and Jennifer Kirkland (Director of Recreation), addressing key procurement details for IFB 25-7000 dated July 25, 2024. The addendum clarifies critical bonding and bidding requirements for a municipal dog park construction project, with the contract to be awarded to the lowest responsible bidder through a competitive bidding process.
The document outlines specific financial requirements for potential contractors, including a 5% bid deposit, a 100% payment bond, and a 100% performance bond. The payment structure will involve monthly payment requisitions until project completion. Bidders must submit a check or bond from an insurance company representing 5% of their bid amount. The bonds serve to protect the project owner by guaranteeing contractor performance and ensuring payment to employees, subcontractors, and suppliers. No pre-bid conference is scheduled, and questions can be directed to Jennifer Kirkland via email at jkirkland@westboroughma.gov.

Addendum 1 Dog Park Construction
IFB 25-7000 July 25, 2024
Question: What does the 100% payment bond mean?
Ans: A payment bond is a type of surety bond that guarantees that a contractor will pay their employees, subcontractors, and suppliers for their work and materials during a construction project. The bond is issued by a surety company on behalf of the contractor. It protects the project owner, or person hiring the contractor, in case they become liable for unpaid workers
Question: What does the 100% performance bond mean?
Ans: A performance bond, also known as a contract bond, is a financial guarantee that a contractor will fulfill the terms of a contract. It's usually issued by a bank or insurance company to protect the project owner from financial loss if the contractor doesn't complete the work as agreed.
If the contractor fails to meet their obligations, the surety company is responsible for completing the project.
Question: What does the 5% bid deposit mean?
Ans: A bid deposit is a financial requirement for bidding on something, such as a government sale or a construction project. It can be used to guarantee that the bidder has the financial resources to complete the project and to deter frivolous bids. Bid deposits can also be used to protect the client in case the bidder is unable to fulfill their obligations. All bidders will be required to submit a check or a Bond from an insurance company in the amount of 5% of their Bid amount.
Question: What is the payout structure for the job?
Ans: Contractor will submit payment requisitions on monthly basis for payment until the project is completed.
Questions: Is it low bid?
Answer: Yes, the lowest responsible bidder will be awarded the contract.
