About this file

This Addendum #1, issued October 21, 2026, by the California Department of Parks and Recreation, modifies the bid solicitation for interim power installation services at Will Rogers State Historic Park in Los Angeles County, California (Bid Number C26915007). The project requires contractors to furnish all labor, materials, tools, and equipment to install interim power poles and meter socket/panels for utility company energization following fire damage at the park. A mandatory job showing, originally scheduled for Tuesday, November 3, 2026, has been extended to Wednesday, November 4, 2026, at 10:00 a.m. at the park's parking lot located at 1501 Will Rogers State Park, Pacific Palisades, California 90272. Attendance at the job showing is mandatory; no bid will be considered from any prime contractor that did not attend. Bids must be submitted electronically as PDF attachments to DPR.PWBIDS@parks.ca.gov no later than 2:00 p.m. on Tuesday, November 17, 2026. The contract term is 455 calendar days from Notice to Proceed, with an actual work performance period of 90 calendar days from the formal start date, which includes ten calendar days for the contractor to mobilize.

The engineer's estimate for this project ranges from $35,000 to $45,000, and a California Class C-10 (Electrical) license is required. Bidders claiming small business preference must submit a completed STD 811 form and proof of certification, with a five percent preference available to properly certified small businesses. A minimum six percent Disabled Veteran Business Enterprise (DVBE) participation is required; failure to meet this requirement renders the bid non-responsive, though bidders exceeding this threshold receive an incentive in bid evaluation. All contractors and subcontractors must be registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5. Questions regarding contract documents must be submitted to Merrilee Byrnes at Merrilee.Byrnes@parks.ca.gov no later than 2:00 p.m., seven calendar days prior to the bid opening date. The State reserves the right to waive irregularities or reject any or all bids, and all apparent low bidders will be required to execute a Standard Agreement Form 213, subject to State approval.

Participation in Small Business Preference Program: Preference will be granted to bidder properly approved as "Small Business" in accordance with Section 1896, et seq., Title 2, California Code of Regulations. A small business firm must have an approved certification form (STD. 812) on file at the Department of General Services, Office of Small Business and DVBE Services, 707 Third Street, First Floor – Room 400, West Sacramento, California 95605, by 5:00 p.m. of bid opening date (website address:

A printout from the eProcurement website www.caleprocure.ca.gov showing Small Business Certification and expiration date must be submitted with bid.

Non-Small Business Preference – A five percent (5%) bid preference is available to a non-small business proposing firms claiming twenty-five percent (25%) California certified small business subcontractor participation. If claiming the non-small business subcontractor preference, follow the directions and fill out the “Bidder Declaration” (GSPD 05-105) which is included in the Bid Forms. Proposers claiming the five percent (5%) preference must commit to subcontract at least twenty-five percent (25%) of the net bid price with one or more California certified small businesses. DVBE Incentive: For evaluation purposes only, an incentive will be given to bidders who exceed 6% DVBE participation requirements. Refer to the DVBE forms beginning with DPR 479IP. In determining the lowest responsible bidder, the SB Preference is applied first in the bid evaluation process. If the Low Bidder is claiming the SB Preference or the Non-Certified SB Preference, the 5% or $50,000 max is not calculated for any bidder. However, the DVBE Incentive would be calculated. A Low Bidder claiming the SB Preference can only be displaced by another bidder claiming the SB Preference, if the adjusted bid price with SB Preference and DVBE Incentive is lower. The DVBE program incentives are applied second for bidders attaining more than the required amount of DVBE participation per the solicitation instructions. More information regarding the incentive program(s) and how bids are evaluated is available on the State Administrative Manual Management Memo Number MM08-03 (Management Memo) at http://www.documents.Cal eProcure.ca.gov/osp/sam/mmemos/MM08_03.pdf.
