About this file

This is Addendum No. 1 to a solicitation issued by the City of Newport, Oregon for Bay Boulevard Sidewalk Improvements in Lincoln County. The addendum addresses bidder questions submitted during the procurement process and clarifies project requirements. Bids are scheduled to be opened and read on March 11, 2026 at 2:00 PM. Key clarifications include confirmation that the project number is 2025-009, asphalt testing is not required due to minimal asphalt involvement, and the City will consider grouping multiple concrete sections for single pour operations provided bidders submit an acceptable traffic and pedestrian control plan. Additionally, demolition activities must be conducted in phases to maintain pedestrian access and prevent the entire street from becoming a continuous construction zone.

The addendum specifies that driveway and business access must be maintained throughout the project duration, with residents and businesses required to retain at least one point of access to their properties at all times. These requirements reflect the City's commitment to minimizing disruption to the traveling public and local stakeholders during construction activities.

No. Question/Comment Page Response

I want to mention that the cover of the specs has a different project number than the provided forms (2025-009) General

Updated forms to reflect project number as 2025-009

While putting the quote together I want to ask if the asphalt will be included in that for compaction?

I can either add or omit it from the bid. General

No asphalt testing is required since it's minimal.

Can this job be grouped together, so we can group concrete orders together, or does each section have to be poured separately? General

The City will consider multiple sections on the condition of a traffic and pedestrian control plan.

4 Can I demo out all of the sections at one time? General

No. It's acceptable to demo out sections, but we can't have the whole street as a construction zone at one time. Pedestrian access is necessary.

Will driveway/business access need to be maintained during construction? General

Yes. They City will require that residents and business maintain at least one point of access to their driveways throughout the duration of the project.
