About this file

This is an Addendum 1 containing questions and answers for the Department of Youth Services (DYS) Managed Medical Care Request for Proposal (IHHA 2026000150) in Colorado. The RFP requests managed medical care services including medical, mental health, dental, and pharmacy services across Youth Service Centers. The proposal due date has been extended to April 14, 2026 at 10:00 a.m., with public opening scheduled for April 14, 2026 at 11:00 a.m. via Google Meet. The DYS will not permit facility tours, citing that most work is not dependent on site-specific physical plant issues. Average Daily Population data and projected population trends are available on the public-facing website, and state pay scale information can be accessed through the Colorado Department of Human Resources website. The RFP requires contractors to submit a proposed service delivery plan based on the number of facilities and population served, with no mandatory minimum FTEs specified.

Historical utilization data shows medical, mental health, dental, and pharmacy services costs of $2,945,214.61 in FY 2024 and $3,672,299.54 in FY 2025, with offsite hospitalization and specialty referral claims totaling $2,336,428.10 in FY 2025. Behavioral health and medical providers are currently supplied through state FTEs and are not part of this RFP; however, the contract includes five part-time contracted psychiatrists to serve all locations and physician time from the current vendor. Vacancy rates for behavioral health and medical positions typically range between 15-24%. The DYS indicated that the budget allocation is set annually by the legislature and is available online, with bidders required to detail compensation models that align with outlined requirements. The DYS is not willing to consider alternative compensation models outside the legislatively established budget parameters.
