About this file
This is an Addendum 1 Q&A document for the Department of Youth Services (DYS) Managed Medical Care RFP (IHHA 2026000150) in Colorado. The RFP solicits proposals for managed medical care services including medical, mental health, dental, and pharmacy services across DYS facilities. The proposal due date has been extended to April 14, 2026 at 10:00 AM, with public opening scheduled for April 14, 2026 at 11:00 AM via Google Meet. DYS will not permit facility tours as part of the RFP process, as the work is not dependent on site-specific physical plant issues. The contract requires bidders to propose a comprehensive service delivery plan based on the number of facilities and population served, including staffing plans for contracted psychiatrists (5 part-time positions) and physician time.
Historical utilization data shows expenditures of $2,945,214.61 in FY24 and $3,672,299.54 in FY25, with offsite hospitalization and specialty referral claims totaling $2,336,428.10 in FY25. Average Daily Population data and projected population trends are available on DYS public-facing websites. Current state employee pay scales can be accessed through the Colorado Department of Human Resources, while DYS will not release staffing rosters but indicates behavioral health and medical vacancy rates typically range between 15-24%. DYS does not provide mandatory minimum FTE requirements; instead, bidders must propose service delivery models aligned with legislative budget allocations. The compensation model must align with outlined requirements and be detailed in proposals.
