About this file
This document is an Addendum to a solicitation for Air Charter Services issued by Virginia Polytechnic Institute and State University (Virginia Tech). The solicitation seeks to award a contract to one or more charter aircraft service vendors to provide on-demand charter services to accommodate the university's peak utilization periods when its own aircraft and pilots are not available. The university currently leases two aircraft, a 2000 Citation Excel and a 2008 Citation Sovereign, and manages the scheduling and operations through its Air Transportation Services department. The university is not seeking a dedicated aircraft lease, but rather ad-hoc or on-demand charter services as needed, primarily for east coast destinations such as Dulles, Richmond, and Norfolk, with typical passenger loads of 8 or fewer.
The solicitation does not have a minimum hourly or annual flight commitment, and there are no restrictions on aircraft year of manufacture. The university is seeking flexibility to source the appropriate aircraft type (turboprop, light jet, mid-size jet, super-mid jet) based on the specific mission requirements. Offerors will be evaluated on compliance, crew experience, and ability to effectively accommodate the university's air charter needs.

SOLICITATION NUMBER: 71412410
I. CLARIFICATIONS AND ADDITIONAL INFORMATION
NONE
II. REQUESTS FOR INFORMATION
1. Is the University looking for a dedicated aircraft? Lease? Wet or dry? Or block contract?
Virginia Tech Response: No, only on-demand charter when our aircraft/pilots are not available to cover our flight requests.
2. Will the plane and crew be required to be based at or near BCB?
Virginia Tech Response: Not applicable based on answer to first question.
3. If based at BCB, during winter, will hangar space be accessible, and is de-ice available?
4. Is the crew required to be dedicated?
5. Are the two aircraft mentioned in the SOW the only two types of aircraft to be used during this contract?
Virginia Tech Response: Yes.
6. Is there a YOM restriction?
Virginia Tech Response: No.
7. Number of flight hours annually, and will there be a commitment to a minimum?
• Flight hours per month?
• If there is no need outside of the peak periods, please give hours that will be needed for the peak periods
Virginia Tech Response: Number of hours varies based on flight requests and the availability of our aircraft/pilots. There will not be a minimum commitment.
8. What are the routes that are typically flown?
Virginia Tech answer: Typically, the routes are on the east coast, with Dulles, Richmond, and Norfolk being our most frequent destinations. Occasionally, there may be other locations as needed.
9. What is the number of passengers flying on most trips? 2, 4, 7, 8 or more?
Virginia Tech answer: This number varies, but typically no more than 8 passengers.
10. Would Ad-hoc charter/On-demand charter be considered?
• Ad hoc offers great flexibility and is potentially more cost-effective than dedicated aircraft.
• Aircraft are sourced to effectively accommodate specific missions (turbo under 2 hours/1-8 pax), light jet under 2.5 +/- hours/1-4 pax, mid jet 3-4+/- hours/1-6 pax, super mid 3-5+/- hours/1-8 pax)
• Operators reviewed and vetted by compliance/crews uphold high experience standards.
Virginia Tech answer: This is the type of charter services we need not a dedicated aircraft.
