About this file
This Addendum 1 document pertains to the OCH Phase 1 Landscaping project at South Piedmont Community College (SPCC), a component of the North Carolina Community College System, and clarifies scope additions and addresses questions raised during the procurement process. The project encompasses site demolition, grading, hardscape installation, landscape planting, and stormwater management features at the Old Charlotte Highway Campus in Monroe, North Carolina. A pre-proposal meeting was held on August 19, 2026, with bids opening on September 3, 2026 at 2:00 p.m. The project must be completed within 120 days of the Notice to Proceed from SPCC. The addendum identifies an additional scope element consisting of an existing stockpile of approximately 800 to 1,000 cubic yards of fill material located at the northeast corner of campus between Old Charlotte Highway and Building A that contractors may utilize for grading and landform work within the project's disturbance limits per the Grading Plans. Any excess fill material not consumed during the project must be hauled off and disposed of in compliance with applicable regulations.
The addendum clarifies that SPCC will pay all permit fees associated with the project, and there is no electrical work included in the scope. Contractors are responsible for providing all maintenance, upkeep, and replacements during the required warranty periods as specified in the Project Specifications, particularly sections 329200 (Turf and Grasses) and 329300 (Plants), both referencing a warranty period detailed in Section 1.9 of each specification. Bidders must be North Carolina general contractors with a minimum of five years' recent experience in commercial or industrial structural concrete, roadway construction, and site redevelopment, and must provide three professional references. A 12-month warranty for materials and workmanship is required following final acceptance, with performance and payment bonds, worker's compensation insurance ($100,000 employer's liability), comprehensive general liability insurance ($500,000 bodily injury/$100,000-$300,000 property damage), and builder's risk insurance mandated.
