About this file
This document is Construction Bid Addendum No. 1 issued by the Michigan Department of Technology, Management and Budget (DTMB) for the DSC McLouth Steel Gibraltar Plant Superfund Site Countywide Landfill Leachate Disposal Services project. The addendum, dated August 12, 2019, provides clarifications and additional information for potential bidders, with a bid opening date of August 21, 2019. The document includes responses to seven specific questions regarding treatment facility requirements, particularly focusing on handling PFAS (Per- and Polyfluoroalkyl Substances) laden leachate from the landfill site, and confirms that a mandatory walk-through was held on August 1, 2019, with an attached meeting attendance record.
The addendum emphasizes that the successful bidder must utilize a treatment facility regulated by the Great Lakes Water Authority (GLWA) only if the treated water is discharged to GLWA, and must comply with all federal, state, and local regulations concerning transport, treatment, storage, and disposal of landfill leachate. The document also notes that EGLE (Michigan Department of Environment, Great Lakes, and Energy) staff will likely perform a site visit to the treatment facility prior to waste shipments. No specific pricing details are provided in this addendum, which serves primarily to clarify technical and regulatory requirements for potential bidders on this environmental remediation and leachate disposal project.
