About this file
Addendum 1 is a document issued by the Town of Frisco for the 602 Galena Workforce Housing Infrastructure project, addressing 22 questions from potential bidders regarding the construction management and general contractor (CMGC) services request for proposal (RFP). The addendum provides clarifications on various aspects of the project, including subcontractor participation, demolition work, project coordination with the NHP Foundation, project scheduling, soils report, existing site conditions, landscape materials, and specifications. The document confirms that the successful proposer will enter a construction contract directly with the Town of Frisco, with invoices paid by the town, while working closely with the NHP Foundation.
Key details include the requirement for bidders to include all work shown in drawings and bid tabulations, with flexibility to propose exclusions or alternative schedules for review. The project involves infrastructure work for a workforce housing development, including roadway, utility, and site improvements. Bidders must coordinate with the NHP Foundation for building demolition and vertical construction, with the new parking lot north of the building included in the RFP. The town will use CDOT Road and Bridge specifications by default, and bidders must include costs for multiple phases, meetings, coordination efforts, and potential mobilizations in their unit pricing. The addendum also provides guidance on material sourcing, landscape specifications, and technical details such as asphalt removal, retaining wall demolition, and site preparation.

Addendum 1
February 11, 2025
Town of Frisco 602 Galena Workforce Housing Infrastructure Responses by: Christopher McGinnis, Public Works Director/Town Engineer
Questions, comments and clarification requests for plan holders:
Question 1. Can subcontractors submit bids for portions of the work listed in the RFP?
Response: The RFP is for Construction Management/General Contractor services and proposals shall include all work shown in the drawings and bid tabulations. If a subcontractor is interested in only a portion of the work, they shall submit pricing to a general contractor.
Question 2. Can portions of the demolition work be excluded from this contract and instead included in the building demolition/construction work contracted by the NHP foundation?
Response: Proposers may submit ideas in their proposals of any work they believe should be excluded from this contract. Include details of any items excluded from the bid and reasons for excluding work. Town and Contractor shall negotiate any proposed changes prior to executing a contract.
Question 3. Is this project being managed and contracted by the Town or the NHP Foundation?
Response: The successful proposer will enter a construction contract with the Town of Frisco and invoices will be paid by the Town of Frisco. However, Contractor is expected to work closely with the NHP foundation and communicate directly with NHP. The successful contractor will minimize coordination work required by the Town of Frisco and coordinate directly with NHP to the greatest extent possible. Bid pricing shall include all meetings, coordination efforts, and other indirect costs to work with NHP and their general contractor to coordinate the horizontal and vertical construction.
Question 4. Is there flexibility on the project schedule?
Response: Proposers may include alternate schedules in their proposals. Any alternate schedules will be reviewed by Town and NHP to determine if the alternative schedule aligns with the vertical construction schedule. If determined feasible, the proposed schedule will be included in the construction contract.
Question 5. Is there a soils report for this project?
Response: There is a soils report for the project. See Exhibit D added with Addendum 1.
Question 6. What is the thickness of the existing asphalt to be removed?
Response: The asphalt thickness has not been measured. For bid purposes, 4” of asphalt thickness shall be assumed.
Question 7. Does the existing retaining wall to be removed (adjacent to Galena St Alley) have a footer? If so, are the dimensions/depth of the footer known?
Response: The exact dimensions and depth of the footer are unknown. For bid purposes, a 42” deep concrete footer shall be assumed.
Question 8. Will the retaining wall need to be fully removed? Or will partial removal to a specified depth below finish grade be considered.
Response: Due to the proximity to the new building foundation, the entire wall and footer will need to be removed.
Question 9. What is the floor elevation of the existing building?
Response: The floor elevation of the existing building is approximately 9335’.
Question 10. Has the demolition of the existing building already been contracted? Or is it being bid out elsewhere?
Response: The Town is working with the NHP foundation for the demolition and development of the new building. Anyone interested in working associated with the building demolition or construction may reach out to NHP by emailing bruby@nhpfoundation.org.
Question 11. Can adequately processed asphalt be blended with onsite material and used as fill?
Response: Asphalt may be blended and used as fill but shall meet CDOT specifications for asphalt in fill. Any reclaimed asphalt fill or base course used under pavement areas shall be tested by a geotechnical engineer and meet all specifications.
Question 12. The bid tab calls for (18) EA-2-inch caliper deciduous trees but there are (23) EA 2-inch caliper trees on the plans, and only (6)EA 1.5-inch in the plans not 11. Can the bid tab be updated to reflect these numbers?
Response: Sheet LS-002 shall be modified to change the 2” Native Chokecherries to 1.5” Native Chokecherries to be consistent with the bid tab of (18) 2” caliper deciduous trees and (11) 1.5” caliper deciduous trees.
Question 13. Kinnikinnick may only be available in #1 containers. May we plant multiple #1’s instead of a #5? If so, how many should we plan on using?
Response: Plant size and species substitutions shall be reviewed and approved by the Landscape Architect. Bids shall include the cost for a #5 container and if unavailable, then an acceptable substitution shall be approved and price shall be negotiated for the change.
Question 14. In multiple places on the drawings it refers to the specifications. I do not have any specifications. Are there specifications that I can refer to?
Response: There are not project specific specifications developed for the project. Per Town Code, work defaults to CDOT Road and Bridge specifications. If the CMGC proposes a deviation from CDOT specifications, it shall be noted in the proposal.
Question 15. Some of the notes are cut off on the landscape material schedule. Can we get clarification on what they say? It looks like there is a tackifier called out for the crusher fines, but it is cut off.
Response: A revised construction set will be issued prior to construction which shows all notes in their entirety. See text below for note in question. Binder shall be applied to crusher fines.
Question 16. Do you want weed barrier fabric under crusher fines?
Response: Weed barrier fabric shall be installed beneath crusher fine areas and included in the bid price.
Question 17. Does the sawn top bench have to come from Siloam, or can it come from another quarry? Does the town want the top of the bench to be sawn and not just a natural top at the extra expense?
Response: The sawn top bench may be sourced from an approved equal quarry. Benches shall be sandstone and meet all plan requirements and specifications.
Question 18. The landscape material schedule calls for pavers from summit brick with a “Finish Wire Cut.” When contacting Summit Brick a “Finish Wire Cut” is a textured finish and would not be available in pavers and would only be available in a wall brick. Please clarify which pavers and in which colors, sizes, and pattern would be used. Here is the contact I spoke with at Summit Brick: Carmella 303 565 7652 carmellapadilla@summitbrick.com.
Response: Replace “Finish Wire Cut” with “Summit Plant Solid Paver or approved equal”.
Pavers shall match the appearance of existing brick pavers on Main Street. Replace base course laying course in detail with flow fill laying course. Include all costs of flow fill in paver bid item.
Question 19. Do the crusher fines and 1.5” gravel need to come from Pioneer or can they come from a local pit?
Response: An approved equal crusher fines and gravel from a source other than Pioneer may be approved by the Town and Landscape Architect.
Question 20. Can the CAD files for the project be provided?
Response: Email chrism@townoffrisco.com for a copy of the CAD files.
Question 21. Has the demolition of the existing building at 602 Galena already been contracted and is there could provide a proposal for that work as well.
mailto:carmellapadilla@summitbrick.com mailto:chrism@townoffrisco.com
Response: Building demolition will not be contracted through the Town directly. The Town is working with the NHP foundation. Entities interested in building demolition may contact bruby@nhpfoundation.org for more information.
Question 22. Is the new parking area north of the building (shown in yellow below) included as part of the RFP? This work cannot be completed until the existing building demoed.
Response: The new parking lot north of the building is included in this RFP and the cost of the work shall be included in the bid pricing. This work will need to be completed after the building is demoed and may need to occur closer to the end of the project to minimize damage to paving.
The Town expects the work to be completed in at least two phases due to coordination with the vertical demo and construction. Proposals shall include information regarding multiple phases/mobilization and include all costs of multiple phases/mobilization in the unit bid pricing.
