About this file
This Addendum No. 1 document, issued by Effingham County, Georgia on August 27, 2021, provides supplemental clarifications and specifications for RFQ 22-25-004 regarding the purchase of a Compact Track Loader. The addendum addresses seven questions submitted by potential bidders regarding equipment specifications and warranty terms. Key specifications clarified include: P69 Package (attachment mounting system with seven-pin control, high flow, dual direction, bucket positioning, automatic ride control, and reversing fan); C68 Package (enclosed cab with HVAC, sound reduction, touchscreen with radio and Bluetooth, heated air ride seat, premium LED lights, and rear camera); 84" Soil Conditioner (Harley Rake); 72" open-bottom grapple; 4" chain trencher; and a mulching head requiring a protective forestry package with laminated polycarbonate door, light guards, coupler guard, falling object protection, muffler guard, and polycarbonate windows. Sealed proposals for RFQ 22-25-004 are due by 11:00 a.m. Eastern Time on Friday, September 3, 2021, at the Effingham County Administrative Complex in Springfield, Georgia. All interested parties must submit an email to the Purchasing Agent at abruton@effinghamcounty.org by 5:00 p.m. Eastern Time on Monday, August 23, 2021, to be eligible for bid submission.
The warranty specification requires a comprehensive 2-year/2,000-hour warranty term. Bidders must clarify whether travel time and mileage charges are included in the comprehensive warranty or list additional pricing for travel time and mileage separately in the Extended Warranty section, as this represents a significant cost differential ranging from $500 to $20,000 depending on warranty options selected. Bidders are required to acknowledge receipt of Addendum No. 1 by signing the signature line and including a copy with their submitted bid; failure to do so may result in disqualification at the county's discretion. All other terms and conditions of the original RFQ dated August 10, 2021, remain unchanged.

1) QUESTION: The Skid Steer you are asking for P69 Package and C68 Package. What is this? That is language I’m guessing Deere is using and we need to know what that includes so we can quote it.
ANSWER: P69 Package includes attachment mounting system capable of engaging from inside the cab, 7-Pin attachment control, high flow, two-speed, dual direction, bucket positioning, automatic ride control, and reversing fan. C68 includes enclosed cab with HVAC, sound reduction, touch display with radio & bluetooth, heated cloth air ride suspension seat, premium LED lights, and rear camera.
2) QUESTION: 84” Soil Conditioner- can you tell us what this is? Many different vendors refer to things as soil conditioners.
ANSWER: Harley Rake
3) QUESTION: 72” Grapple….. is this an open bottom grappler or a bucket bottom grapple?
ANSWER: open bottom
4) QUESTION: Trencher… how wide of a chain on the trencher?
ANSWER: 4”
5) QUESTION: They reference wanting a bid number for a mulching head for the skid steer… What type of protection does the county want for the skid steer in order to be able to run this mulching head on the skid steer? Normally they bid the skid steer and state a forestry package and lexan front windshield but I do not see that in this request for quote.
ANSWER: Mulching price should include protective forestry package. Package must include laminated polycarbonate door, front and rear light guards, coupler guard, falling object protection, muffler guard and top, rear and side polycarbonate windows.
6) QUESTION: There is no stated warranty requested for quote. With that being, said the different warranty options and term options are very wide. Price wise, it can make a $500 mailto:abruton@effinghamcounty.org

RFQ 22-25-004 – Compact Track Loader
- $20,000 swing depending on what you would like to see. Therefor for any vendor it could put them out of the running should they gamble and choose a warranty. Is there a certain style or term warranty that you would like to see?
ANSWER: Comprehensive 2 year / 2000 hours
7) QUESTION: Also, I have discovered where on the Motorgraders that were purchased a few years back, there was no “Travel time and Mileage” included in the bid specs. After talking with Clyde, that is a hot point with the county. Each time a service call is made for warranty, you guys receive a $1000-1500 bill for the travel time and mileage to get to the machine. If we include that up front it will do away with those bills for the term of the warranty? Would you like to see that included? This is also something that could put any vendor out of the running if not included.
ANSWER: If travel time and mileage are not included in the comprehensive warranty and/or extended warranty please list the additional pricing for this in the Extended
Warranty section.
All other terms and conditions in RFQ 22-25-004 remain unchanged.
Effingham County reserves the right to reject any and all proposals, to waive any technicalities or irregularities and to award the offer based upon the most responsive, responsible submission.
