Questions/Answers

1. Page 1 of the RFP states, "All Corporations should provide corporate seal, a copy of the Secretary of State’s Certificate of Incorporation, and a listing of the principals of the corporation with their response." As a Limited Liability Company, what form of documentation do you require? You would need to send a portion of the operator agreement or an affidavit showing you are authorized.

2. Page 12 of the RFP states "Submittals may also be emailed…" Does this mean we can submit one digital copy of the proposal in lieu of the one original and four physical copies? The four physical copies are still required, and the digital copy cannot compensate for one of the four copies.

3. Page 13 of the RFP states, "A sample contract should be attached to the response." Please clarify if all submissions should have a complete sample contract included as an appendix. Yes, all submissions should have a sample contract in the appendix.

4. What is the allocated budget for this project? $150,000.00

5. On page 13 of the RFP, it states, "Respondents should list all components/disciplines required to successfully complete this project indicating the firm and/or individuals responsible and the percentage worth of that component/discipline to the entire project. (Example: Design - ABC Company - 70%)" Does this refer to individual team staff members or just firms (even those made up of one person)? Just the firms.

6. Page 5 of the RFP states “an assessment of historic, archaeological, and environmental constraints for the scoped projects” will be provided. Please confirm the level of detail expected, particularly regarding archaeological constraints. Will a desktop review of readily available, public data on historic sites and environmental conditions be sufficient? Yes, that will suffice

7. Do you have a preference for the balance of virtual and in-person engagement activities that should be included with regard to your local COVID social distancing protocols? Yes, we would like to lean toward more activities that incorporate Social Distancing protocols.

8. On page 12 of the RFQ document, it states that the proposals may be electronically submitted to coabidproposals@albanyga.gov. Page 12 of the RFQ also states that 5 hard copies and an electronic copy of the proposal are required to be sent to the City. Can you please confirm if proposals need to be submitted electronically, or if we need to send hard copies to the City as well as the electronic submittal? Yes, hard copies are needed as well as the electronic submittal.

9. On Page 3, #35 of the Instructions documents, it states “The Board of Commissioners passed a local preference ordinance on January 27, 2015. Where applicable, this ordinance will govern. Local preference will not be a basis of award for projects that are federally funded.” Can you please confirm if local preference will be considered on this project? Also, can you please confirm that if local preference is NOT required, that the prime and subconsultants that make up a team will all need to obtain a City of Albany Occupational Tax Certificate or Registration, as stated in #36? Local preference will not be considered since this is federally funded.

10. The RFQ document indicates that there are extra forms, insurance certs, corporate information, and a sample agreement need to be included in the proposal. Since there is not mention of where to include this information in the RFQ document, is it acceptable to include in an appendix? Please also confirm that this information will not affect the page limitations. This is acceptable to include in the appendix and will not affect the page limitation.

11. Can the City please clarify if there is a specific way, they would like the proposal to be outlined? There is no clear outline in the RFQ provided, only evaluation criteria. 13. On page 4 of the RFQ it states a statement of qualifications is requested. On page 13 the evaluation criteria include project methodology, approach, and understanding. 14. On page 13, evaluation criteria #7 request demonstrating an understanding of the budget. Can the City share the programmed funding available for this project? $50,000.00 All other terms and conditions remain unchanged. Acknowledge receipt of this addendum with your submittal.
