About this file
This addendum to Request for Proposal RFP-265-23 is issued by the Commonwealth of Kentucky Department for Facilities and Support Services, Division of Engineering and Contract Administration, in conjunction with the Kentucky Energy and Environment Cabinet, Division of Oil and Gas, for the KASTOW Tank Package H project covering Estill, Lee, Breathitt, and Wolfe Counties, Kentucky. The addendum, dated May 17, 2023, addresses four key questions submitted by bidders regarding project execution and compliance requirements. The project involves clearing space for roads, removal of downed trees and brush from the site, sampling and analysis of tank bottom sediment material for TENORM content prior to tank removal, and removal of contaminated soil materials. An initial on-site meeting between the inspector and contractor will establish specific preferences for tree and debris disposal based on individual property owner requirements.
Pricing for additional soil removal beyond the project estimate is addressed through unit costs provided in Attachment J, Item #6, with contractors able to bill for actual contaminated soil material removal approved by the field inspector that exceeds specified quantities. No on-site tool decontamination is required; however, contractors must comply with all applicable state and federal laws and provide delivery manifest documentation for all materials leaving the site while ensuring equipment departure does not violate regulatory requirements or spread debris. The addendum clarifies that TENORM sampling and analysis must occur before tank removal and before any combining of materials from multiple tanks to ensure proper handling and documentation of potentially radioactive materials.

QUESTION: RESPONSE:
1 When clearing space for roads, do we need to chip the trees we take down or are we able to leave them off to the side in a way that it is not an eye sore?
Per Attachment F, page 2, Scope of Work, paragraph
1, the first on site meeting with the inspector and contractor would address this subject as each owner may vary in preference. Contractor should assume that all downed trees and brush cleared during the course of the project must be removed from the site.
2 Do we have to sample the material in the tanks before we haul them off the site?
Contractor should sample tank bottom sediment material to be disposed early in the project, to allow adequate time for lab analysis of TENORM content, if any. Sampling and analysis of TENORM findings should be done before tank removal and before any combining of materials from multiple tanks.
3 On Attachment J, Item #6 has a line for additional soil removal. Is this something that we will be able to bill for if the quantities needed removed are different than what is specified?
If the amount of actual contaminated soil material removed, as approved by field inspector exceeds the project estimate, the unit cost is provided as compensation to the contractor for that exceedance.
See Attachment F, Scope of Work, paragraphs 8 through 11.

QUESTION: RESPONSE:
4 Is there any requirement for the decontamination of our tools on site?
There is no requirement for decontamination of tools on site. Contractors must comply with all state and federal laws and provide delivery manifest documentation in regard to materials leaving the site for disposal and assure that equipment leaving the site does not spread debris or material that will violate other state or federal regulatory requirements.
