About this file

This is Addendum No. 1 to RFP 21-0130-7 issued by the Chatham County Purchasing Department in Georgia for a consultant to administer grant services to small, local businesses under the American Rescue Plan Act. The County seeks a qualified consultant to manage the grant administration program, with proposals due by 5:00 PM on December 2021. The County anticipates completing the consultant selection process by the first quarter of 2022, with implementation targeted to begin immediately thereafter. The application and award process for the first round of grants is scheduled for completion by May 2022, with recommendations presented to the Board in June and awards distributed in July 2022. Proposals must follow the formatting and content requirements outlined in Sections 3.8 and 4.5 of the original RFP, with an emphasis on clarity and conciseness and no specified page limit.

The addendum provides clarifications on several bidder questions, including confirmation that Chatham County has previously administered small business grant and loan programs through Small Business Assistance (Savannah). The County currently utilizes Seamless Docs for internal and external reporting, and the selected consultant is expected to work with this existing software platform. Regarding required attachments that necessitate notarization, the County will accept notarized versions upon notification of intent to award, accommodating pandemic-related circumstances. No information regarding pricing terms, funding amounts, or set-asides is included in this addendum document.
