About this file
This is Addendum No. 1 to a solicitation issued by the Dougherty County School System (DCSS) in Albany, Georgia for the procurement of musical instruments under bid 029-PUR-2022. The amendment, issued on January 4, 2022, clarifies delivery requirements and responses to vendor inquiries regarding the original solicitation dated December 10, 2021. All musical instruments must be delivered to the DCSS central receiving warehouse located at 601 Flint Avenue, Albany, Georgia, with a guaranteed delivery date of May 20, 2022. The addendum addresses clarification questions from vendors regarding brand specifications, alternative brands, remote participation options for out-of-state bidders during bid evaluation, and specific delivery requirements. The contact for the solicitation is Sharonda Thompson at (229) 431-1270 or Sharonda.thompson@docoschools.org.
The addendum establishes that while the DCSS has a strong preference for brands specified in the original bid, alternative brands may be considered if vendors submit both the specified instruments and a list of alternatives in their proposals. Vendors are required to guarantee delivery of all instruments by May 20, 2022, with partial completion not exempting vendors from liquidated damages charges of a specified amount per day for any delays beyond the required completion date. The DCSS reserves the right to terminate the purchase agreement after assessing such charges. The addendum clarifies that all required certifications and forms, including the Certification Regarding Debarment, Suspension, Ineligibility and Voluntary Exclusion, must be submitted, though the subcontractor affidavit may be omitted if not applicable. Bid opening may be viewed via Zoom, and vendors are responsible for monitoring the DCSS website for all addenda to ensure their proposals are responsive to current solicitation requirements.

CLARIFICATION(S) THRU Q&A
Q1 “Will comparable brands be accepted from what is listed in the spreadsheet for the above bid?”
A1 There's a strong preference for the brands specified; however, alternative brands may be considered. Proposals should contain the instruments as specified, as well as a list of alternatives should the vendor wish alternatives to be considered.
Q2 Page 3: The Dougherty County School System may invite any vendor to appear for questioning during evaluation of bids for the purpose of clarifying statements in the bid.
Question: Will a phone, Zoom, or equivalent be made available for out of state bidders if they are required to appear?
mailto:Sharonda.thompson@docoschools.org
A2 Yes.
Q3 Page 5: 9. Note: The opening can be viewed via Zoom. 12. Note: It is the vendor’s responsibility to monitor the DCSS website for addenda to solicitations. A proposal submitted without taking into account addenda may be rejected as non-responsive.13.
The DCSS may levy a charge for each day beyond the required completion date.
Question: Does the bid require a delivery date for each instrument? If so, if a manufacturer cannot guarantee delivery could the bidder be charged?
A3 Yes. All instruments must be delivered by May 20, 2022. In lieu of canceling the purchase order, the DCSS may levy a charge for each day beyond the required completion date that the successful vendor fails to complete the services. Such charge is not a penalty, rather it is the agreed upon liquidated damages representing the estimated damages that will be incurred by the DCSS as a result of the vendor’s failure to complete the services as required. Partial completion on a purchase order will not exempt a vendor from this charge. DCSS further has the right, after or in lieu of assessing such charge, to terminate the purchase agreement.
Q4 Page 6: 14. Note: MSDS’s must be submitted for chemicals that may be utilized to perform the work associated with this RFQ. I do not believe this includes valve and slide oils as they are not used to perform the work. 15. Bidder agrees to deliver prepaid, to an inside point or points of receipt, all items on which proposals are accepted, as indicated on the proposal form. Questions: What is “indicated on the proposal form”? I did not see any delivery instructions. Does this mean something like delivering to the Band Room?
A4 See Amendment 1 above.
Q5 Page 12: I do not believe we have any “Lower Tier” participants. Question: Do we still submit this form?
A5 Yes. All vendors must complete and submit this the Certification Regarding
Debarment, Suspension, Ineligibility and Voluntary Exclusion form.
Q6 Page 19: We do not have a sub-contractor for this bid. Question: Do we submit the affidavit with “Not Applicable” and sign it? This form is listed on the checklist (pages
18 -19).
A6 The form may be omitted.
