About this file
This is Addendum No. 1 for Invitation for Price Quote (IFPQ) #32A0621 issued by the California Department of Transportation (Caltrans) for Concrete Slab Installation in Marysville, CA, dated January 29, 2025. The addendum primarily addresses contractor licensing requirements for the project, revising multiple sections to clarify that bidders must possess either a combination of both C-8 (Concrete Contractor) and C-13 (Fencing Contractor) licenses, or alternatively, a Class-A (General Engineering Contractor) license issued by the California Contractors State License Board (CSLB) at the time of bid submittal and throughout the duration of the agreement.
The addendum responds to two bidder questions confirming that the opportunity is extended to Class-A General Engineer certified small businesses and MBE minority businesses, and clarifies the licensing requirements. The revisions appear in three sections: the IFPQ Solicitation Section B (Bidder's Minimum Qualifications), Section C.12 (Contractor's License), and the Proposed Agreement Exhibit E (Additional Provisions). All other terms and conditions of the original IFPQ remain unchanged.

NOTICE TO ALL PROSPECTIVE BIDDERS:
Addendum No. 1 is being issued for the above-referenced IFPQ. Bids for this work shall be with the full understanding of this Addendum.
The following represents questions submitted for this IFPQ and the Department’s responses:
Q1: Would this job be extended to Class-A General Engineer certified small business and MBE minority business owned?
A1: Yes, Class A (General Engineering Contractor) license has been added to IFPQ Solicitation, Section B, Bidder’s Minimum Qualifications, Paragraph 1.
Q2: This project requires C-8 license and I believe it should require also a C-13 for fencing work together with C-8 for the concrete work or a Class A- General Engineering license which covers the C-8 and C-13.
Can you add Class A – General Engineering Contractor to meet the license requirement.
A2: Refer to A1.
Revisions:
IFPQ Solicitation, Section B, Bidder’s Minimum Qualifications, Paragraph 1 has been revised to read:
1. Bidder shall possess at the time of bid submittal and for the duration of the Agreement, a valid and current C-8 (Concrete Contractor) and a C-13 (Fencing Contractor) license or a Class-A (General Engineering Contractor) license issued by the California Contractors State License Board (CSLB).

Bidder shall obtain, pay for, and maintain, in good standing, all necessary licenses and permits to accomplish the work. Bidders will be considered non-responsive unless proper licensing requirements are met. An invalid license will result in rejection of the bid. Proposed Agreement, Exhibit E, Additional Provisions, Section 3, Licenses and Permits, Paragraph A has been revised to read:
