About this file

Addendum Number 1 to ITB #26-042 issued by the City of Sandy Springs, Georgia, provides clarifications and updates to the ITS Loop A Fiber Project S2101, which involves the installation of approximately 9.3 miles of new and replacement fiber optic communications systems throughout the city to support traffic signal infrastructure and future communication needs. The project includes both aerial and underground fiber installations across existing and new conduits, with new fiber drop cables being installed to 22 existing traffic signals. The ITB response due date is March 25, 2026, at 2:00 p.m., with a bid opening to be conducted via Microsoft Teams. The project timeline for completion is 365 calendar days from the notice to proceed. Prime contractors must be pre-qualified with the Georgia Department of Transportation (GDOT).

The addendum addresses ten substantive questions from prospective bidders, clarifying critical project specifications including that the City of Sandy Springs (COSS) will furnish the hub switch with the contractor responsible for installation, testing, and integration; the contractor must locate existing pullboxes as shown in plans with damages addressed through the pay item "Miscellaneous Construction as Directed by Engineer"; removed cables need not be returned to COSS; the specific Alpha Battery Backup System configuration required; pullbox covers will be verified and coordinated in the field; fiber tags must be yellow and labeled "COSS TRAFFIC" with the contact number "770-730-5600"; and the required network switch is a Ruggedcomm RST916C 16-port switch with 4x 19g SFP+ ports and four SFPs. A 5% bid bond is required of the bid amount, and prospective offerors must acknowledge receipt of this addendum and incorporate all changes into their ITB response.

Addendum Number 1

ITB #26-042 ITS Loop A Fiber Project S2101

COMPLETE THIS ADDENDUM, SIGN and SUBMIT with the ITB

RESPONSE DUE DATE: March 25, 2026, 2:00 p.m.

To All Prospective Offerors: In reference to the ITB listed above, the following answers to questions, additions, deletions, and changes are hereby incorporated into the ITB:

Question Answer Q1. Please clarify the time of completion is it 200 calendar days or 365 calendar days?

The time for completion is 365 calendar days.

Q2 Please confirm that COSS is providing the hub switch.

COSS to furnish hub switch. Contractor to install, test, and integrate hub switch.

See Special Provision Section 1 – Hub Cabinet and Hub Switch.

Q3. What happens if we can not locate the existing pullbox or can not reuse the existing pull box due damages.

The location and condition of all existing pullboxes shown on the plans have been field verified as part of a design field inventory. Contractor to locate existing pullboxes in the field as shown on the plans. Damaged pullboxes, as determined during the design field inventory, have been called out for replacement in the plans where possible.

Any additional pullbox replacements not specifically called out in the plans are to be covered under the Pay Item

“MISCELLANEOUS CONTRUCTION AS

DIRECTED BY ENGINEER”.

Q4 Are we allowed to cut this cable or does the city want this cable back?

COSS does not want any cables that are to be removed to be returned to the

COSS.

Q5 Can the county provide what type of Battery Backup System they are looking for or just any on the QPL.

The COSS uses the Alpha Battery Backup System without Cabinet, which includes:

(1) Alpha FXM-HP1100, 120Vi/o, 48VDC, SNMP, (1) Alpha Rack Mount Kit, (1) Alpha Accessory Shelf with UATS and UGTS, (1) Alpha Battery Harness Kit, (4) AlphaCell XTV Battery, 12V, 80Ah, (4) Battery Temperature Sensor.

Q6. What does PULLBOX COVER bid item mean since there is only 10 of them.

Does Sandy Springs want us to replace 10 Pullbox Covers? If so we need to know which size pull box these are.

The Pay Item “PULLBOX COVER” has been included in the List of Materials for any locations encountered in the field that require a new pullbox cover.

Contractor to verify in field and coordinate with COSS prior to ordering and replacing any damaged pullbox covers.

Q7. Will City of Sandy Springs required any special print line on the fiber.

COSS requires fiber tags at every attachment and in every pullbox. These are to be yellow in color and shall state “COSS TRAFFIC” and “770-730-5600”.

COSS will coordinate details of fiber tags with Contractor during construction.

Q8. Does City of Sandy Springs know if they have provided any additional details on the Cisco switches for this project? I see Cisco IE-3200, IE-9320, and 9300-48P-8U-A listed, but the IE- 3200 and IE-9320 models usually have four additional digits in the part numbers.

COSS does not use Cisco switches.

Q10. What type of network switches are you using mostly on your ITS network.

I have bid plans for ITS LOOP A FIBER PROJECT - S2101 and we are providing pricing to contractors for

The City uses Ruggedcom 916c.

this work. I want to make sure we are providing equipment that you prefer. It is calling out 3 each, Type A switches and there are several on the QPL.

Again, I want to make sure that the switches we quote are preferred and not just throw a general Type A switch out there.

Q.10 Can City of Sandy Springs confirm that they still use Ruggedcom for their switches?

See response to Question #10.

Q11 What is the percentage required for the Bid Bond?

5% is required of the bid amount.
