About this file
This Addendum #1, issued by Gwinnett County Financial Services - Purchasing Division in Georgia, modifies the bid requirements for the purchase of 41 stainless steel flanged reducers consisting of 27 18-inch x 3-inch reducers and 14 18-inch x 8-inch reducers for use in ARV assemblies on the Alcovy Force Main. The bid due date was revised to August 2, 2022, at 2:50 P.M. local time, with bids to be received at the Gwinnett County Financial Services - Purchasing Division - 2nd Floor, 75 Langley Drive, Lawrenceville, Georgia 30046. Bids must be submitted in hard copy format in a sealed container marked with the bid number (BL051-22) and company name; electronic submissions will not be accepted. Bids will be publicly opened and read at 3:00 P.M., with apparent bid results available the following business day on the county website. Bidders are required to acknowledge this addendum on the Bid Schedule; failure to do so may result in the bid being deemed non-responsive.
The specification clarifications and questions and answers address critical manufacturing and testing requirements for the reducers. The fittings must be type 316 stainless steel with 19-inch overall length, slip-on flanges, and TIG welding. The reduction can contain a maximum of two welded seams that must be ground smooth and undergo the same inspection and testing as welded-on flanges. All reducers must be pressure tested to hold the required constant pressure for a minimum of five minutes with no visible leaks. Signed and sealed certifications for testing and weld inspections must be provided by the manufacturer; no county engineer presence is required at the shop. There are no country-of-origin restrictions, and bidders should reference the specification sections for detailed requirements regarding flange configuration, pressure ratings, face type, and material schedules.
