About this file
This Addendum No. 1 document, issued January 7, 2026, by the City of Leesburg, Florida Procurement Division, provides clarifications and responses to bidder inquiries for IFB 26-009-HG regarding the purchase of dumpsters for commercial customers. The City seeks to procure ten eight-cubic-yard slant-top front-load dumpsters and four eight-cubic-yard flat-top front-load dumpsters with side-load opening lids on an as-needed basis. The initial order quantities were confirmed as subject to change based on future City needs. Specification questions were due by January 9, 2026, at 11:00 a.m., with bids due no later than January 22, 2026, at 11:00 a.m. The City anticipates issuing an intent to award recommendation by January 30, 2026. The contract will be a one-year term agreement with four optional one-year renewal periods, with either party able to cancel with 45 days' written notice, though contractors cannot cancel during the initial 90 days. Delivery is required to 1450 Neely Drive in Leesburg, Florida between 7:00 a.m. and 2:00 p.m., excluding Wednesdays, Saturdays, Sundays, and holidays. The addendum includes responses to eight bidder inquiries and confirms that interested parties may view existing dumpsters at two local locations for replication and shop drawing purposes.
The total procurement budget is $50,000, and no bid bonds or performance bonds are required. Pricing must remain firm during the initial contract period and include all costs of packaging, transportation, delivery, and unloading. Payment terms are Net 30 days upon delivery and acceptance. The vendor is responsible for freight and shipping logistics, and this procurement is strictly for dumpster purchase with no service or maintenance obligations included. The City does not currently have a contract in place for this service. Bidders must acknowledge receipt of this addendum on the Proposal Bid Form, and the submission of a bid constitutes acknowledgment of the addendum receipt. Bidder qualifications require at least three years in business, references from three clients, E-Verify registration, and insurance coverage including $1,000,000 in Commercial General Liability and Business Automobile Liability, and Workers' Compensation insurance.

DATE: January 7, 2026 TO: All Interested Bidders and Other Interested Parties FROM: Lissandra Kmoch, Buyer
The City makes the following changes, additions, deletions, information, and/or clarifications and now considers the addendum a part of the IFB Document. Bidders must acknowledge receipt of this addendum by indicating receipt in the space provided on the Proposal Bid Form.
If the bidder has already submitted the Proposal Bid Form to the City’s Procurement Division, the Bidder should revise their electronic submission to include this addendum. In any case, the submission of a bid is an acknowledgment of receipt of the addendum. The City will construe all bids received as though the Bidder has received and acknowledged the addendum.
Below is the City’s reply to RFIs (Request for Information – a/k/a bid inquiries or questions) submitted by interested parties by the posted deadline to submit RFIs.
Q1. What is the budget for this solicitation?
A1. $50,000
Q2. Are there any previously supplied dumpsters local that a contractor could lay eyes on prior to bid, for exact replication and shop drawing purposes?
A2. Front Load Dumpster-800 N. 14th Street, Leesburg, FL and Side Load Dumpster-2503 South
Street, Leesburg, FL
Q3. How should vendors submit their Bid Bond? Do we scan and submit a copy with our proposal? Do we also need to mail the bid bond to the city?
A3. A bid bond and performance bond are not required per Section 5.4 (Contractor
Qualifications and Evaluation of Bidders) and the Proposal Bid Form.
Q4. Since this is an as-needed, when needed request, will the City always order 10 slants and 4 flats or is that an initial order? Could the City only order 1 dumpster at any given time?
Would the City consider ordering by the truck load? It can be very expensive to ship 1 dumpster at a time.
A4. This is the initial order and future order may differ. Future orders will be based on the City’s needs.
Q5. Does the City consider freight/shipping companies as subcontractors?
A5. The vender is responsible for how the product gets to us.
IFB 26-009-HG
Purchase of Dumpsters for Commercial Customers
Addendum No. 1
Q6. Can it be confirmed that this request is only for procurement of the dumpsters and excludes service to them (dump them with a frequency)?
A6. Purchase only.
Q7. As stated in the City’s bid documents: Bid Bond The particular item(s) or service(s) outlined within the attached specifications require(s) that a certified check, cashier's check, or insurance company’s executed bond made payable to the City of Leesburg in the amount of five percent (5%) of the base bid accompany your proposal. To ensure its prompt return, please include the company's name and return address on the face of your good faith check or draft. Checks or drafts accepted as good faith deposits will be retained within the City's Finance Department until award and execution of contract is complete, or until a purchase order is issued to the successful proposer. Any proposer withdrawing his proposal after the proposal opening forfeits the right of return of his good faith deposit.
This performance bond percentage exceeds the industry standard for this size of project. We respectfully request that this Performance Bond be eliminated.
Should the bid bond not be eliminated, we intend to submit a certified check for the bid bond;
however, since the bid is being submitted electronically, we would like guidance on how the City would prefer to receive the certified check. Would a copy of the certified check uploaded with the electronic bid be acceptable, or does the original check need to be mailed or delivered separately to the City?
A7. A bid bond and performance bond are not required per Section 5.4 (Contractor Qualifications and Evaluation of Bidders) and the Proposal Bid Form.
Q8. Is a contract currently in place, or is this something new?
A8. We do not have a contract currently in place.
