About this file

This is an addendum to an Invitation for Price Quote issued by the California Department of Transportation (Caltrans), Division of Procurement and Contracts, for Photo-Voltaic (PV) System Maintenance and Repair Services across various counties in Central California. The contract requires the selected contractor to provide comprehensive labor, tools, materials, parts, supplies, permits, equipment, travel, and incidentals necessary to test, inspect, troubleshoot, repair, and replace PV system components at multiple sites. The solicitation is restricted to certified Small Businesses (SB), micro businesses (MB), Small Businesses for public works (SB-PW), or Disabled Veteran Business Enterprises (DVBE). The addendum extends the quote submittal deadline to April 27, 2026, at 2:00 P.M. Pacific Time, with a proposed award date of May 11, 2026. The PV systems at the 33 sites across Central California were installed in the late 2000s and early 2010s, and the contract will require annual inspections and maintenance services.

The maximum bid amount for this contract is $484,000.00, with bids exceeding this threshold resulting in automatic rejection. Addendum No. 1 clarifies that PV string testing—rather than individual panel testing—is required only when there is a significant change in system output, reducing anticipated costs for contractors. The solicitation allocates 10% of the contract amount for parts, with no markups permitted on parts purchases; however, contractors may charge for time spent researching, ordering, and processing parts as part of their hourly labor rates. Caltrans will not provide additional funding beyond the set aside amount, and contractors shall perform all services as outlined in written Service Requests from the Caltrans Contract Manager. The addendum also clarifies that contractors must field verify manufacturer and model numbers prior to purchasing equipment, with approved equivalent brands including Solectria, Satcon, PV Powered, Fronius, SMA, and Power One. As-built drawings and specific inverter information for each site are currently unavailable, requiring contractors to conduct thorough site assessments during initial inspections.

4. Exhibit A Scope of Work, Section 7 Detailed Description of Work, Items N and O have been added as follows:

N. After an initial check, a repeat test will only be needed if there is a significant change in the output of the PV system.

O. Contractor shall field verify manufacturer and model numbers prior to purchasing equipment or parts for installation. Replacement equipment and parts shall be the same or equivalent to the existing equipment and parts, as determined by Caltrans Contract Manager. Equivalent brands include Solectria, Satcon, PV Powered, Fronius, SMA, and Power One.

The following represents questions submitted for this IFPQ and the Department’s responses.

Question 1:

Will Contractor be able to coordinate with the local representative at each site for the annual service dates?

Answer 1:

Caltrans Contract Manager will provide contact details of local personnel with whom to coordinate.

Question 2:

IFPQ Solicitation states Contractor shall test individual PV strings to determine if all the panels are working per manufacturer's specifications. Will this test be required for the initial and each subsequent annual inspections or only during troubleshooting events when the array output is in question? Testing each string over 33 sites would be a significant cost adder.

Answer 2:

This requirement refers to PV strings and not individual panels. Refer to revisions listed in this addendum.

Question 3:

IFPQ Solicitation states no markups on parts, assuming Contractor can charge time for researching, ordering, and processing parts?

Answer 3:

Costs for time researching, ordering, and processing parts should be included in the bid rates on Attachment 1 Price Quote Proposal. Refer to IFB Section C.4 and Exhibit B Section 6.

Question 4:

Solicitation calls for 10% allotment of the contract amount to be set aside for parts. Older sites with equipment at or near their respective end of life cycle tend to consume parts budgets very quickly, especially if the replacement of older inverters are required. Will Caltrans provide additional funding in this scenario.

Answer 4:

No additional funding will be provided.

Question 5:

Assuming the high dollar repairs will be set aside for capital expense? If yes, will Contractor be able to perform this work or will it have to go through a bidding process?

Answer 5:

Contractor shall perform the services described in each written Service Request issued by the Caltrans Contract Manager. Refer to Exhibit A Section 6.E.

Question 6:

Is Shoshone a part of Central or South California?

Answer 6:

Shoshone is in Inyo County, which is considered East-Central California.

Question 7:

Can you provide approximate date of installation for each site and if any existing warranties are still active?

Answer 7:

These PV systems were installed in the late 2000's and early 2010's. The exact installation date for each system is currently unavailable. There may be active warranties on parts that were recently replaced but Contractor should check on warranty status on any parts that may need replacement.

Question 8:

Will Contractor have limited and/or restricted access to Caltrans intranet to help with status and troubleshooting of SCADA issues?

Answer 8:

Caltrans is unable to grant such access, but Caltrans Contract Manager will work with Contractor on required troubleshooting.

Question 9:

Does Caltrans maintain any spares for any of the systems?

Answer 9:

No.

Question 10:

Can you provide the inverter manufacturer and model number for each site?

Answer 10:

The exact manufacturer and model number information for each site is currently unavailable. Refer to revisions listed in this addendum.

Question 11:

Are there any existing as-built drawings for any of the sites?

Answer 11:

As-built drawings are currently unavailable for any of the sites.

All other terms and conditions set forth in the IFPQ remain in full force and effect.

Sincerely, Gurinder Kaur Contract Analyst
