About this file

This is an Addendum 1 to a solicitation issued by the City of Havelock, North Carolina for trenchless gravity sewer line repair services. The project encompasses CIPP (Cured-In-Place Pipe) repair of two gravity sewer line sections: a 10-inch ductile iron pipe on Forest Hill Drive between manholes TH32 and TH33 (approximately 220 feet) requiring four fiberglass repair sleeves, and an 8-inch ductile iron pipe on Shepard Street between manholes P79 and P76 (approximately 300 feet) requiring two repair sleeves. The addendum clarifies that no boring operations are required for this project and that CIPP repair will involve only short lengths of resin-saturated liner to address infiltration points rather than full-pipe lining. Written questions were due September 16, 2026, with bids due October 7, 2026. A site visit is recommended but not mandatory. Performance is 45 calendar days from Notice to Proceed, with work to commence within 30 days of award and standard work hours of 8:00 AM to 5:00 PM, Monday through Friday, excluding City holidays.

The addendum addresses clarifying questions from prospective bidders regarding project scope and administration. No bid bond is required for this solicitation, and the City has not provided a project cost estimate. Bidders are advised that the City does not maintain a plan-holders list and that bid tabulations will be posted on DemandStar following award. Contractors must hold a North Carolina general contractor's license if the project cost exceeds $30,000, and out-of-state entities must maintain a Certificate of Authority to Transact Business in North Carolina. An executed E-Verify Affidavit is mandatory for bid responsiveness. The contractor must provide a one-year warranty on all materials and workmanship from the date equipment is placed back into service, with liquidated damages assessed at $300 per day for each day beyond the 45-day performance period. Bids remain valid for 75 days following opening.
