About this file

This is Addendum 1 to the City of Havelock, North Carolina's 2026 Sinking Manhole and Sinkhole project solicitation at 200 Shipman Road, issued on August 10, 2026. The addendum addresses three key questions submitted by bidders regarding service lateral reconnections, asphalt pavement restoration specifications, and minimum asphalt thickness requirements. The City clarified that no known service laterals exist within the area of pipe to be replaced, though city staff must be contacted if any are discovered during work. The addendum establishes that asphalt patching requiring sub-base removal shall utilize B25.0B base course at a minimum thickness of 1.5 inches, with S9.5B surface course asphalt applied at a minimum thickness of 1.5 inches for resurfacing and overlaying. For areas where original asphalt exceeds the minimum thicknesses, the contractor must restore to match the original depth by increasing base course thickness accordingly while maintaining the 1.5-inch surface course requirement.

The clarifications provided in this addendum are essential for accurate bid preparation and cost estimation, as pavement restoration represents a significant portion of the project scope covering approximately 1,826 square feet along Shipman Road and the parking lot entrance. These specifications ensure consistency with the project's technical requirements while providing flexibility for varying conditions encountered during construction. The addendum responses were released by the stated deadline of August 20, 2026 at 2:00 PM EST, allowing bidders sufficient time before the August 27, 2026 at 2:00 PM EST bid submission deadline to incorporate the clarified specifications into their proposals.

Addendum 1

August 10, 2026

Questions Received

1. Reconnecting service laterals is mentioned in the specifications, but I am unable to locate any shown on the plans. Are there any service laterals that will need to be reconnected to the new manhole?

There are no known laterals within the area of pipe to be replaced, if any laterals are found city staff must be contacted before proceeding.

2. Specification Section 11. Pavement Restoration states that asphalt surface course is to be 1.5" S9.5B, but the Figure 2: Pipe Bedding and Pavement Cross Section, Typical detail shows 1.5" asphalt base course as the only asphalt course paved.

Which of these asphalt mixes is to be used for the pavement patching?

Any area of asphalt patching which extends through to the sub-base shall have B25.OB utilized as a base course at a minimum thickness of 1.5” thick. S9.5B surface course asphalt shall be utilized as a resurfacing and overlaying asphalt.

3. There is a callout on Figure 2: Pipe Bedding and Pavement Cross Section, Typical that states "Asphalt Base Course

Minimum 1.5" Thick", while Note 5 below that detail states "The same depth of pavement material which exists shall be reinstalled, but in no case shall the asphalt be less than 3" thick". Is the minimum thickness of asphalt patching to be 1.5" or 3" thick?

The Asphalt Base Course B25.OB shall be a minimum of 1.5” thick and applied within areas where the asphalt has been removed down to a sub-base. The S9.5B surface course shall be utilized as a resurfacing and overlaying asphalt and shall be a minimum of 1.5” thick. If asphalt which is removed is originally 6” thick the asphalt base course shall be 4.5” thick and the asphalt surface course shall be 1.5” thick to match the thickness of the originally removed asphalt.
