About this file

This is Addendum No. 1 to Request for Proposals 2026-072 issued by Union County, North Carolina, on May 12, 2026, for biosolids management services at the Twelve Mile Creek Water Reclamation Facility in Waxhaw, NC. The addendum clarifies key operational parameters for the proposed biosolids management contract. Union County produced approximately 10,000 wet tons of biosolids annually during 2024 and 2025, with current average daily production of approximately 30 wet tons per day at 15%-17% solids concentration. The County currently maintains three trailers onsite at all times, with provisions for additional trailers required at a rate of one per day if hauling interruptions exceed three consecutive days. The material generated is dewatered waste activated sludge, not Class B biosolids. The contract term and renewal options, along with the response deadline of May 19, 2026, remain as specified in the original RFP documents, with the pre-proposal conference and site visit scheduled for April 28, 2026, at the facility location.

The County's annual biosolids management costs have been approximately $750,000 over the last two years. Offerors are responsible for identifying and maintaining adequate disposal or processing options to ensure uninterrupted service throughout the contract term, with landfill disposal permitted as an alternative if beneficial reuse operations are interrupted or unavailable. The County prefers beneficial reuse solutions and encourages offerors to identify secondary or contingency disposal options as part of their proposed approach. This addendum modifies and clarifies the original RFP documents and must be acknowledged by responding offerors, with all other terms and conditions of the RFP remaining unchanged.

Request for Proposals 2026-072 Twelve Mile Creek WRF Biosolids Services

ADDENDUM No. 1 ISSUE DATE: May 12, 2026

Responding Offerors on this project are hereby notified that this Addendum shall be made a part of the above named RFP document.

The following items add to, modify, and/or clarify the RFP documents and shall have the full force and effect of the original Documents. This Addendum shall be acknowledged by the Offeror in the RFP document.

Union County, North Carolina Addendum No. 1, RFP 2026-072 Twelve Mile Creek WRF Biosolids Services

Question/Answer Section

1. Question: What were the annual biosolids quantities produced over the last two years, and what is the average daily production?

Answer: Union County produced approximately 10,000 wet tons annually during 2024 and 2025. Current production averages approximately 30 wet tons per day at 15%–17% solids concentration. Actual daily production may vary throughout the year depending on solids inventory levels and seasonal operating conditions.

2. Question: What has been the approximate annual cost/spend for biosolids management services over the last two years?

Answer: The County’s annual biosolids management costs have been approximately $750,000 annually over the last two years.

3. Question: What are the volatile cake solids percentages?

Answer: The County currently averages approximately 15%–17% solids concentration from the Gravity Belt Presses while processing waste activated sludge directly to the belt presses.

4. Question: How many trailers are required onsite at any given time?

Answer: The County currently maintains three (3) trailers onsite at all times. This arrangement is generally sufficient provided there are no more than three (3) consecutive days during which biosolids are not removed from the facility, including extended holiday weekends. If hauling interruptions exceed this duration, additional trailers may be required at a rate of one (1) additional trailer per additional day without hauling service.

5. Question: If interruptions occur with a beneficial reuse option, would Union County allow disposal at a landfill?

Answer: Landfill disposal may be considered as an alternative disposal option if beneficial reuse operations are interrupted or otherwise unavailable. However, Offerors are responsible for identifying and maintaining adequate disposal or processing options necessary to provide uninterrupted service throughout the contract term.

The County prefers beneficial reuse solutions; however, Offerors are encouraged to identify secondary or contingency disposal options as part of their proposed approach.

Offerors should also note that the facility does not currently produce a Class B biosolid product. The material generated under this contract is dewatered waste activated sludge.

All other terms and conditions shall remain unchanged.
