About this file
This is Addendum #1 to a solicitation issued by Gwinnett County Board of Commissioners in Georgia for the purchase of transparent vinyl covered mattresses on an annual contract (BL007-23). The addendum addresses bidder inquiries regarding product specifications, ordering practices, and submission requirements. Mattresses must feature clear vinyl covering, not green vinyl. Orders are typically placed in quantities of 100 mattresses or more, though the County will work with the awarded vendor on quantities and will require unit pricing even for orders below the standard minimum. The contract includes renewal options with pricing adjustment provisions.
Bidders must submit the Ethics Affidavit notarized with their bid proposal in a sealed envelope by the deadline of 2:50 p.m. on the due date specified in the solicitation. Electronic submissions will not be accepted. Bidders may request pricing increases for renewal options by specifying a percentage change on the Bid Schedule, subject to the County's market analysis review and approval. Previous contract pricing information is available in the attached Bid Tabulation. Any requested price changes must remain within the percentage limits established in the original bid submission, though price adjustments are not guaranteed and are contingent upon market conditions at the time of renewal.

Addendum #1 BL007-23, Purchase of Transparent Vinyl Covered Mattresses on an Annual Contract
1. Do these have to be clear vinyl, or is green vinyl acceptable? The mattresses must be clear.
2. What would normally be the minimum quantity ordered at a time for the mattresses for the above referenced bid? Typically, orders are placed in quantities of 100 mattresses or more. The County will make every effort to work with the awarded vendor on quantities ordered. However, there may be times that less are required, and the awarded vendor will be responsible for providing at the unit price bid.
3. What was the previous contract pricing? Please see the Bid Tabulation below.
4. How much of a yearly increase is allowed? There is a space provided on the Bid Schedule for percentage changes to pricing for each renewal option. Bidders should fill this out based on forecasted pricing. At each renewal option the County will reach out to the awarded vendor asking if they wish to renew and if there will be any changes to their pricing. Any request for changes to pricing must fall within the percentage listed on the original bid. Please note that price changes are not guaranteed. The County will perform a market analysis each year as well to determine if the awarded vendor’s proposed price for the upcoming contract term is in line with the market.
5. Does the bid submittal have to be notarized before submitting. The Ethics Affidavit must be notarized and should be submitted with your bid.
6. Can the bids be submitted via email? No. Bids must be submitted in a sealed envelope/container.
Bids submitted electronically will not be viewed or accepted.
This addendum should be acknowledged in the line provided on the Bid Schedule. Failure to do so may result in your bid being deemed non-responsive.
Thank you.
