About this file
This is Addendum 1 to a reissued Request for Proposals issued by the Minnesota Department of Administration on behalf of the Minnesota Department of Transportation for E-ZPass Group certified multiprotocol RFID Express Lane System transponders under Master Contract M-564. The solicitation seeks interior mount switchable transponders with branding, mounting brackets or strips, storage bags, and shipping based on a minimum order of 1,000 units per line item, along with a transponder tester with proposed protocol documentation and user manual. Sample transponders must be submitted to the Regional Transportation Management Center in Roseville, Minnesota for evaluation. Responses are due October 5, 2026 at 3:00 p.m. CDT, with questions due September 24, 2026 to Staci Stoerzinger, Acquisitions Management Specialist. The anticipated contract term runs November 1, 2026 through October 31, 2028, with an option to extend for up to an additional 36 months in increments determined by the State. The State anticipates completing evaluation and selection by October 23, 2026.
Responders must be National E-ZPass Group certified to be eligible and must provide unit pricing for both line items to be considered for award. Evaluation occurs across five scoring categories totaling 1,000 points: Acceptance of State's Terms and Conditions (100 points), Technical Merit of Equipment (275 points), Maintenance, Warranty, and On-Going Support (75 points), Experience, Capabilities, and References (100 points), and Cost Detail (450 points). An additional 120 preference points are available for targeted group, economically disadvantaged, and veteran-owned certified businesses (12% preference) and DEED/DHS eligible providers (6% preference). The estimated annual contract value is $200,000 to $250,000, though this figure is not binding and estimated quantities impose no obligation on the State. All responses must be submitted electronically through the SWIFT Portal. The State reserves the right to reject any or all responses, negotiate with the highest scoring responder, or award to multiple responders.

I. Below are the State’s responses to questions received. Q=Question, A=Answer.
Q1. Does the State have an Agency code for the 6C TOC Coalition?
A1. Yes. Agency code: 048.
Q2. The specifications indicate that pricing should include a storage bag. Could the State please provide additional details regarding the intended storage bag, including its desired material, size, and intended use? For example, is the bag intended for individual tag protection, long-term storage, inventory management, or customer distribution?
A2. When shipping tags, the tray must be in a mylar type bag for shipping.
Q3. Please clarify the packaging requirement for hardcase tags. Specifically, is the intent that:
•Each individual hardcase tag be placed in a Mylar or anti-static bag and then packaged in a shipping box; or
•The box containing multiple hardcase tags be placed inside a protective bag; or
•A separate storage/protective bag be provided for each hardcase tag for the State’s future use when shipping tags directly to customers?
A3. The box containing multiple hardcase tags must be placed in a protective bag, such as a mylar.
Q4. Is the $200,000 to $250,000 estimated total dollar value for one year of the contract indicative of the anticipated annual run rate per year for the life of the contract?
A4. This is an estimated annual dollar amount taken from our previous tag orders. This number could be more or less annually.
Q5. Please provide the State's monthly tag distribution run rate for your switchable tags for 2024, 2025 and 2026?
A5.
Q6. Please provide the formula, calculation methodology, and any associated weighting factors used to determine point scores.
A6. Please reference the Request for Proposal, Section 5 – Evaluation Procedure and Criteria.
Q7. For the required functioning sample transponders, please advise what serial number(s) should be assigned to the samples. If specific serial numbers, ranges, or encoding conventions are required for evaluation and testing purposes, please provide those requirements so that the samples can be prepared accordingly.
A7. If a Responder is submitting the same exact tag for the State’s review in this REISSUE RFP as they submitted for the initial RFP (SWIFT Event ID #G0210-2000018225); another tag is not required by the State for re-submittal.
Please indicate and clarify in your response that the State should use the previously submitted tag for consideration of your Company’s response for this REISSUE RFP.
Q8. How many sample tags should the Responder submit and how should they be encoded?
A8. One tag should be submitted.
6c Transponders shall be compliant with most recent 6C Toll Operators Coalition (6C TOC) AVI Transponder Programming Standard and work with the State’s E-ZPass Readers (Transcore E6 Readers).
Q9. Will the sample tags be used for performance testing, cosmetic evaluation, or another.
A9. The tag will be evaluated on the State system.
Please reference the Request for Proposal, Section 5 – Evaluation Procedure and Criteria.
Q10. In Exhibit C: Section 2.1.1.8, it states, “The Internal mounted hard case transponders are intended to be movable from vehicle to vehicle and shall be windshield mounted using Hook and Loop or similar methods.” In Exhibit C: Section 2.1.1.4., it states, “Each non moveable transponder (i.e., sticker, or other permanent mount) shall at a minimum include the printed serial number of the transponder.”
Are both hard case and sticker switchable transponders allowed in this RFP or only hard case switchable transponders?
A10. The State desires a 2 position switchable tag. (Single Occupancy Vehicle or High Occupancy Vehicle).
Q11. Does the State want prices for both single and multi protocol transponders?
A11. Responders may propose a multiprotocol transponder; at a minimum, the State is looking for a single protocol of either; 6C, TDM, or SeGo.
