About this file

This is a PSC Pre-Proposal Addendum No. 1 issued by the Michigan Department of Technology, Management and Budget (DTMB) for the Tahquamenon Falls State Park Lower Falls Boat Concession and Island Visitor Services project. The addendum provides clarification on proposal submission requirements, including that five hard copies and one electronic copy on USB flash drive must be submitted along with the SIGMA submittal by November 9, 2017. The document includes preliminary/concept drawings related to phase 2 improvements including boat concession, boat slide, boardwalk extension, bridge to the island, and island improvements, as well as the MDEQ permit.

The MDEQ permit (WRP003078) authorizes removal of approximately 6,300 square feet of existing boardwalk and construction of new facilities including a boat concession dock, 16x23-foot storage building, viewing platform, canoe/kayak launch, 145-foot bridge, and boardwalk improvements. The permit is valid from June 27, 2016 to June 27, 2021 and includes detailed technical specifications and environmental protection requirements. The project involves work in wetlands and the Tahquamenon River, requiring compliance with floodplain regulations and erosion control measures. Engineering drawings show site plans, elevations, and construction details for the boardwalks, bridges, and other improvements.

STATE OF MICHIGAN Date Issued: Nov. 1, 2017 Department of Technology, Management and Budget Index No(s): 52130 State Facilities Administration File No: 751/14046.TAP 3111 W. St Joseph St. Lansing, MI 48917 Department: Natural Resources P.O. PSC PRE-PROPOSAL ADDENDUM NO. 1

TO: All Interested Parties

SUBJECT: Revision to RFP Soliciation Notice and Project Statement

INTENT: This Addendum is issued to provide additional and corrected information to bidders as requested, distributed or identified at the mandatory pre-proposal walk-through inspection conducted on October 25, 2017.

Item 1 – Attached is a copy of the Meeting Attendance Record from the Mandatory Pre-Proposal Walk Through Inspection.

Item 2 – Clarification: As noted during the preproposal meeting, the proposal submittal requirements between the DTMB427 Project Statement, the DTMB430 RFP document and the SIGMA website are inconsistent. Five (5) hard copies of the proposal should be provided as indicated on the DTMB427 Project Statement. The SIGMA submittal is required, and it was indicated that such a submittal would fulfill the complete requirements for an electronic submittal, but I have subsequently been advised otherwise. In addition to the SIGMA submittal, an electronic copy of the proposal on a USB flashdrive should also accompany the hard copy submittal.

Item 3 – Additional information: As noted during the preproposal meeting, existing preliminary/concept drawings related to potential phase 2 improvements to the boat concession, existing boat slide, boardwalk extension, bridge to the island, and island improvements would be provided for information, and are accordingly attached herewith.

Item 4 – Additional information: As noted during the preproposal meeting, the MDEQ permit would be provided for information, and is accordingly attached herewith.

Here ends PSC Pre-Proposal Addendum No. 1.

ACKNOWLEDGEMENT: Two copies of this Addendum, properly signed in the space provided below, must be acknowledged and returned with the bidder's proposal for submission of a valid proposal. The changes and information shall become part of the contract documents. (Authority: 1984 PA 431)
