About this file

This Addendum 1 to IFB 60550-2022-0006 clarifies specifications and requirements for the City of Milledgeville's South Primary Clarifier Rebuild (Labor Only) project at the Wastewater Treatment Plant in Milledgeville, Georgia. The project involves labor-only reconstruction of a concrete clarifier with surface area of 4,507 square feet, depth of 11.16 feet, and volume of 0.375 MG (50,298 cubic feet). All clarifier components will be replaced, including sprockets, non-metallic drive chains, fiberglass flights, carry shoes, wear strips, and upper tracking consisting of 25 pieces of 2.5 x 2.5 x 3/16 x 20-foot galvanized angle iron requiring field drilling. The City has ordered equipment with expected delivery in late February 2022, pending COVID-related shipping delays. Sealed bids were due by 3:30 PM on Tuesday, December 22, 2021, submitted to City Hall East Annex, Purchasing Department, 127 East Hancock Street, Milledgeville. The project completion target is mid-March 2022, subject to equipment delivery and unforeseen circumstances.

The City provides all equipment and parts but does not supply disposal of refuse or equipment for part removal and installation, making these contractor responsibilities. The contractor is responsible for all cleanup inside the clarifier upon completion and for any additional costs resulting from contractor abuse, neglect, or unsafe actions. The City accepts responsibility for issues with provided parts, including incorrect bore sizes or missing hardware, and will resolve such issues without responsibility for COVID-related delays. No original blueprints are available; only blueprints from a 1997-1998 expansion exist. The City of Milledgeville has adopted local vendor preference as of February 22, 2011, and reserves the right to reject any or all bids and award in its best interest.

(LABOR ONLY)

WASTEWATER TREATMENT PLANT

IFB 60550-2022-0006

ADDENDUM #1 (12/14/21)

1. Does The City already have the equipment to be installed or do they need to order it? Yes, we have ordered the equipment, but because of COVID impact, they have not been delivered yet. Expected delivery is now late February (maybe sooner), unless there are further delays due to COVID impact on shipping, etc.

2. Are there plans and specs that we need to order? If so, how do we go about it? No

3. Can you provide the type and size of the clarifier? Type: The South Primary Clarifier is concrete. Size: surface area, sq. ft. = 4507; depth, ft = 11.16; volume, MG = 0.375; volume, cu. ft. = 50,298

4. Do you have a list of parts that will be replaced? All parts are being replaced, including sprockets, non-metallic drive chains, non-metallic chain, long C-channel fiberglass flyghts, short C-channel fiberglass flyghts, carry shoes, return wear shoes, filler blocks, wear strips, upper tracking (galvanized angle iron), bull gear.

5. Are their drawings available? There are blueprints from the expansion done in 1997-1998, but the Owner took this plant over in the early ‘60s and there are no original blueprints available.

6. Does the Owner provide for the disposal of all refuse? No

7. Does the top track angle get replaced? If so, are they to be field drilled? Yes, the upper tracking is to be replaced and will require field drilling.

8. Can the size and thickness of said track angle be verified? 2.5 x 2.5 x 3/16 x 20ft (25 pieces)

9. Does the Owner provide equipment to remove/set replacement parts? No

10. Is there a certain completion date needed? We would like completion by mid-March, unless there are any future further delays on delivery of parts to Owner, or unforeseen circumstances.

11. Who is responsible for cleanup inside clarifier when rebuild is finished? Contractor

12. Does the Owner accept responsibility of any additional issues that may affect cost to Contractor? If there are any issues with the parts provided by Owner (wrong bore size, missing some hardware, missing part), the City will responsibly get those issues resolved with the understanding that we are not responsible for delays caused by COVID.

If the issues are the result of abuse, neglect, unsafe actions of the Contractor, the Contractor will be responsible for additional costs.
