About this file
This is Addendum 1 to a Request for Qualifications (RFQ) issued by the Cape Fear Public Utility Authority (CFPUA) in North Carolina for professional engineering consulting services related to a 1,4-Dioxane removal pilot project at the Sweeney Water Treatment Plant in Wilmington. The addendum clarifies two key technical and regulatory matters: the pilot system must maintain the existing biological filters' capacity to meet Surface Water Treatment Rule requirements at 5.0 gallons per square foot loading rates (equivalent to 44 million gallons per day of plant capacity), with historical re-rate testing demonstrating reliability at 6.0 gallons per square foot; and engagement with state regulators should focus on understanding approval requirements for an Application to Construct (ATC) if full-scale design and construction proceed, with consultation recommended from pioneering organizations such as Hampton Roads Sanitation District and Virginia Department of Environmental Quality to address regulatory concerns and incorporate necessary means and methods during the pilot phase. The Statement of Qualifications submission deadline remains Tuesday, September 1, 2026 at 2:00 PM as originally advertised.
All other terms and conditions of the original RFQ remain unchanged. The evaluation will assess project understanding and approach (30 percent), relevant firm experience with similar projects (25 percent), proposed staff experience and qualifications (25 percent), and cost-management and project-success record (20 percent). Responding firms must demonstrate substantial experience with drinking water treatment facilities and biological treatment processes, with highly desirable experience in 1,4-dioxane treatment and pilot-scale testing of emerging technologies. Insurance requirements include General Liability of $1 million per occurrence, Professional Liability of $2 million per loss, Workers Compensation of $500,000, and Auto Liability of $1 million. The anticipated Notice to Proceed is September 28, 2026, with design submittals progressing from 30 percent completion in December 2026 through final contract documents and permits by May 28, 2027. No contract value is disclosed at this qualifications phase.

ADDENDUM 1
REQUEST FOR QUALIFICATIONS
Professional Engineering Consulting Services
1,4 Dioxane Removal Pilot Project
August 27, 2026
STATEMENT OF QUALIFICATIONS SUBMISSION DUE DATE:
Tuesday, September 1, 2026 at 2:00 PM (as originally advertised)
QUESTIONS RECEIVED:
Q1. What is the intended capacity/flowrate of the pilot system?
A1. The current Sweeney WTP Biological Filters must remain able to meet the Surface
Water Treatment Rule at the 5.0 gpm/sf loading rates equivalent to 44 MGD of plant capacity.
Note: During re-rate testing the current Biological Filters met the Safe Drinking
Water Act Regulations at 6.0 gpm/sf which were rates above the re-rate condition to provide a measure of reliability to regulatory personnel.
AD-2
Q2. What are your expectations for engaging state regulators regarding deliverables?
A2. Engagement of State Regulatory Officials would be limited to understanding the required burden of proof necessary to obtain ATC if/when full-scale design and construction were to occur.
Impediments to an ATC should be included in the pilot scope and mentioned in the final deliverable(s).
Engagement with parties who have pioneered the use and approval of this technology (example – HRSD and VA DEQ) would be recommended to understand regulatory concerns and incorporate means/methods to answer during pilot phase.
All other terms & conditions remain unchanged.
