About this file

This Addendum 1 to a Request for Qualifications issued by Rowan-Cabarrus Community College in Salisbury, North Carolina clarifies and supersedes information from the original Notice to Bid posted July 31, 2026 for the Fire Training Phase III Design-Build Services project (RFQ # 121-073126DD). The addendum confirms that bids must be submitted via email to collegeenvironment@rccc.edu no later than 2:00 p.m. local prevailing time on Tuesday, September 1, 2026, and establishes that all bidders must acknowledge receipt of the addendum on their bid forms. The document clarifies that the solar photovoltaic system and battery storage are not included in the current project scope, though the building design shall accommodate future rooftop PV installation. Site visits are permitted without advance arrangement, as Rowan-Cabarrus is an open campus. All available documentation and any additional addenda are posted on the North Carolina Electronic Vendor Portal at https://evp.nc.gov/.

The addendum confirms that the $5,000,000 project budget represents the total anticipated project funding and is entirely funded through a HUD Economic Development Initiative (EDI) and Community Project Funding (CPF) congressional designation under Assistance Listing 14.251. The award documents provided at the time of this addendum do not include HUD Form 4010 or a Davis-Bacon wage determination; however, if Davis-Bacon requirements are determined to apply, applicable wage determinations and labor standards provisions will be incorporated into future construction procurement documents as required by HUD. The addendum further clarifies that due to recent changes with the State of North Carolina HUB office, no HUB participation requirements will be tracked for this project.

RESPONSE TO QUESTIONS

1. While reviewing the ITB, we noticed that the solar photovoltaic system is marked as "Future". Could you please confirm whether solar is included in the current bidding scope, or if it will be addressed at a later stage? If it is included, kindly share the relevant specifications and details.

RESPONSE: The solar PV system and battery storage are not included in the current project scope. The building shall be designed to accommodate a future rooftop PV installation; however, no PV system is being procured under this project, and no additional PV specifications are available at this time.

2. Our firm is pursuing this opportunity at Rowan-Cabarrus Community College, and I had a few clarifying questions:

Do we need to submit a digital PDF proposal to these email address and through EVP?

Is there a page limit for the proposal?

RESPONSE: Please see the Submittal Criteria in the original documents.

3. I was reaching out regarding the advertisement for the Fire Training facility RFQ that was posted recently. I didn’t see a copy of the actual RFQ and was hoping that I could request a copy of that for us to review.

RESPONSE: All available documentation is posted on the website: https://evp.nc.gov/ mailto:collegeenvironment@rccc.edu https://evp.nc.gov/

RFQ # 121-073126DD

4. Is the $5,000,000 an Economic Development Initiative / Community Project Funding congressional designation?

And do the award documents include HUD form 4010 and a Davis-Bacon wage determination?

RESPONSE: Yes. The project is funded by a $5,000,000 HUD Economic Development Initiative (EDI) / Community Project Funding (CPF) congressional designation under Assistance Listing 14.251. The award documents provided to date do not include HUD Form 4010 or a Davis-Bacon wage determination. If Davis- Bacon requirements are determined to apply, the applicable wage determination and labor standards provisions will be incorporated into the construction procurement documents as required by HUD

5. The Design Criteria lists the program in priority order. Is the $5,000,000 the total anticipated project funding, or are additional sources committed or expected?

RESPONSE: The budget amount listed in the Design Criteria reflects the full project funding.

6. We are currently preparing our RFQ response for the above-referenced project and would like to confirm where any addenda will be posted to ensure we remain current on all updates, changes, and comments.

RESPONSE: All available documentation is posted on the website: https://evp.nc.gov/

7. Will this project have Davis-Bacon Wage Requirements because it is federally funded by HUD?

RESPONSE: See answer to question #4 above.

8. Is it ok if we visit the fire training site this week? Do we need to arrange a visit with someone in advance?

RESPONSE: Yes, anyone is allowed to visit the Fire Training site, Rowan-Cabarrus is an open campus and you do not need to arrange a site visit.

9. Please confirm that there will not be any minority participation requirements in this project.

RESPONSE: Due to the resent changes with the State of North Carolina HUB office, we will not be tracking any HUB participation requirements.
