The project involves replacing all skylights with equal or better units, repairing damaged and rotted roof deck (approximately 400 square feet between Buildings A and B), installing new Thermoplastic Polyolefin (TPO) membrane roofing, and related work on multiple buildings (D, E, and F). The addendum provides responses to seven key bidder questions regarding as-built drawings, skylight specifications, deck damage scope, working hours, laydown areas, hazardous materials reports, and sheet metal cap reuse. As-built drawings are available, current skylights feature aluminum frames with two-pane tinted plexiglass, working hours are defined in the Proposed Form of Agreement, and laydown areas will be determined after project commencement based on equipment and material requirements. The addendum includes comprehensive Asbestos-Containing Material (ACM) and Lead-Based Paint (LBP) survey reports for Buildings D, E, and F conducted in January 2026.

The survey reports document that asbestos was detected in nine samples from Building D (ranging from 1.5% to 2.1% chrysotile) and ten samples from Building E (ranging from 1.4% to 9.8% chrysotile), primarily in gray and black mastics used in flashing, vent pipes, and skylight applications. Lead was detected in paint samples from all three buildings, with Building D showing 26–67 mg/kg, Building E showing 18–73 mg/kg, and Building F showing 35–78 mg/kg on blue metal roofing panels. Building F had no asbestos detected in its twelve bulk samples. All contractors must comply with DOSH/Cal-OSHA standards for lead and asbestos handling, prepare project-specific Lead Compliance Plans, and notify the South Coast Air Management District 10 working days prior to any demolition activities. Contractors are responsible for proper waste characterization, segregation, and disposal, and must engage certified asbestos consultants and lead inspectors for monitoring and clearance activities.

ACM and LBP Survey Report Commerce Maintenance Station Buildings D and E Caltrans Contract Number 07-A6010 TO 12

Draft ACM and LBP Survey Report ES- 1

EXECUTIVE SUMMARY

As a subconsultant to Geosyntec Consultants, Inc., Bayside Engineering Construction, Inc.

(Bayside) conducted a limited Asbestos-Containing Material (ACM) and Lead-Based Paint (LBP) survey at the request of the California Department of Transportation (Caltrans) District 7. This report presents the results of the survey for the Commerce Maintenance Buildings D and E located at 7300 Bandini Boulevard (the Subject Property) in Los Angeles, California. Bayside performed the survey on January 6, 2026, to support Caltrans' future roof repair activities for the Commerce Maintenance Buildings D and E pursuant to the provisions of contract 07A6010. Caltrans will provide this information to involved contractors for waste profiling and disposition, worker health and safety planning, and compliance with federal, state, and local regulations.

A reasonable effort was made to collect representative samples of suspect ACM and LBP from materials and areas representing the scheduled renovation and repairs at the site. No samples were collected of hazardous materials (cleaners, light ballasts, mercury, and chemicals) located at the Subject Property, as these materials will not be impacted by scheduled construction activities.

The survey was conducted by Mr. Ronald A. Miller, a California Division of Occupational Safety and Health (DOSH/Cal-OSHA) Certified Asbestos Consultant (CAC) 92-0470, and a State of California Department of Public Health Certified Lead Inspector/Assessor (LRC-2518).

The following summarizes the survey and findings:

Bayside collected a total of sixty-four (64) bulk samples from Commerce Maintenance Station Buildings D and E from suspected ACMs and/or Asbestos- Containing Construction Materials (ACCMs). Thirty (30) bulk samples of suspect asbestos were collected from Building D, and thirty-four (34) bulk samples of suspected asbestos from Building E, representing identified homogenous areas in the Subject Property (Buildings D and E roofing materials). Samples were analyzed for asbestos content via Polarized Light Microscopy (PLM) visual estimation method. Asbestos was detected in the nine (9) bulk samples collected from the roof of Building D, and asbestos was detected in ten (10) of the bulk samples collected from Building E (Tables 1 and 2).

Nine (9) samples from Building D and ten (10) from Building E were submitted for an elevated analysis via 1,000 Point count (Environmental Protection Agency's [EPA] Method 600/R-93/116). Samples analyzed for Building D were found to consist of 1.5% to 2.1% chrysotile, and samples from Building E were found to consist of 1.4% to 9.8% chrysotile.

Bayside collected a total of six (6) lead paint samples from the two buildings located at the Commerce Maintenance Facility, Buildings D and E. Two (2) paint chip samples were collected from building D, and four (4) bulk samples were collected from building E and analyzed for total lead content. Lead was detected

Caltrans Contract Number 07-A6010 TO 12

Draft ACM and LBP Survey Report ES- 2 at 26 milligrams/kilogram (mg/kg) and 67 mg/kg in the paint located on the blue metal roofing panels of Building D and 18 mg/kg to 73 mg/kg in the paint located on the blue metal roofing panels of Building E (Tables 3 and 4). Additional LBP paint volume was not collected for solubility testing to minimize surface damage to the panels. Additionally, the roof is not expected to be demolished, and only localized areas will be impacted by future repairs.

A minimum of three (3) bulk samples of each type of suspect ACM building materials were collected. Bulk samples were also collected for LBP analysis. After collection, all samples were placed in sample bags that were labeled with the time, date, location, and condition of each sample.

The sample locations for suspect ACM and LBP are illustrated in Figures 1 through 4. All samples, accompanied by chain-of-custody forms, were submitted to Asset Laboratory for analysis of asbestos content. Asset Laboratory forwarded the asbestos PLM bulk samples to AmeriSci Los Angeles for analysis.

AmeriSci Los Angeles is certified by the National Institute of Standards and Technology's National Voluntary Laboratory Accreditation Program with Lab Code 101904-0. The asbestos bulk samples were analyzed by AmeriSci for asbestos by PLM using U.S. Environmental Protection Agency (EPA) Method 600/R-93/116 as described in the "Interim Method for Determination of Asbestos in Bulk Insulation Samples", 40 Code of Federal Regulations Part 763, Appendix E to Subpart E. The lower limit of detection for this method is 1%. Samples containing less than 1% asbestos by PLM with visual area estimation are reported as 'Trace.'

Asset Laboratory is certified by the Environmental Laboratory Approval Program with Lab Code 2921. Lead bulk sample analyses were conducted by U.S. Environmental Protection Agency Method 6010B uses Inductively Coupled Plasma-Atomic Emission Spectrometry. This method is commonly applied to environmental samples such as paint chips, soils, sediments, dust, and other solid materials following appropriate sample digestion.

Bayside has the following recommendations in the event ACMs, ACCMs, and/or LBPs are discovered based on the findings of these surveys:

A DOSH/Cal-OSHA CAC should be contracted to conduct monitoring and clearance of any removal/abatement of ACMs/ACCMs and materials containing asbestos.

Contractors are responsible for segregating and characterizing waste streams before disposal. Because the concentration of asbestos in Buildings D and E exceeded 1.0%, the material is considered ACM and must be treated and managed as hazardous material debris. Special work practices or management methods are required when working with the asbestos-containing window caulking material.

Caltrans Contract Number 07-A6010 TO 12

Draft ACM and LBP Survey Report ES- 3

A California Certified Department of Public Health Lead Inspector/Assessor should be contracted to conduct visual clearance of any removal and abatement of

LBP.

If future construction activities remove or disturb the sampled paints, Bayside recommends that the contractor performing lead-related construction activities comply with the DOSH/Cal-OSHA Lead in Construction Standard, California Code of Regulations Title 8, §1532.1, including Lead Hazard Communications Training. Contractors are responsible for informing landfills and recycling facilities of the contractor’s intent to dispose of hazardous waste, and/or architectural components containing intact LBP. Some landfills and recycling facilities may require additional waste characterization. Contractors are responsible for segregating and characterizing waste streams prior to disposal.

The survey was limited to directly accessible materials. Any materials that have not been identified in this report should be considered suspect ACMs/ACCMs and handled as ACM unless sampled and proven to be non-ACM by a DOSH/Cal- OSHA CAC. Additionally, any paint materials not identified in this report should be considered suspected LBP and handled as LBP unless sampled and proven to be non-LBP by a California Department of Public Health Lead Inspector/Assessor.

All lead activities must be performed in accordance with all applicable federal, state, and local regulations, including but not limited to those summarized in Appendix C of this report.

In accordance with South Coast Air Management District requirements, written notification to the South Coast Air Management District is required 10 working days prior to commencement of any demolition activity (whether asbestos is present or not).

Regardless of the hazardous waste classification of the LBP samples, we recommend that all paints at the Subject Property be treated as lead-containing for purposes of determining the applicability of the DOSH/Cal-OSHA lead standard during maintenance or renovation activities. Per Caltrans’ requirements, the contractor(s) should prepare a project-specific Lead Compliance Plan (California Code of Regulations Title 8, § 1532.1, the “Lead in Construction” standard) to minimize worker exposure to lead-containing materials.

This report presents the results of the survey for the Commerce Maintenance Building F Sign Shop located at 7300 Bandini Boulevard (the Subject Property) in Los Angeles, California. Bayside performed the survey on January 6, 2026, to support Caltrans' future roof repair activities for the Commerce Maintenance Building F Sign Shop pursuant to the provisions of contract 07A6010.

Bayside personnel collected twelve (12) bulk samples of suspect ACMs and/or Asbestos-Containing Construction Materials (ACCMs) representing identified homogenous areas in the Survey Property (Maintenance Building F Sign Shop roof) of the Subject Property, which were analyzed for asbestos content via Polarized Light Microscopy (PLM) visual estimation method. No asbestos was detected within the roof of Building F.

Table 1 summarizes the suspect materials identified and sampled as possible ACM and/or ACCM within the Subject Property's office building.

Two (2) paint chip samples for LBP were collected and analyzed for total lead content. Lead was detected at 35 milligrams per kilogram (mg/kg) to 78 mg/kg on the blue metal roofing panels, Building F, Sign Shop (Table 2). The blue paint on the metal roof panels is in good condition.

The sample locations for suspect ACM and LBP are illustrated in Figures 1 and 2. All samples, Caltrans Contract Number 07-A6010 TO 12

Draft ACM and LBP Survey Report ES- 2 accompanied by chain-of-custody forms, were submitted to Asset Laboratory for analysis of asbestos content.

Lead bulk sample analyses were conducted by the U.S. Environmental Protection Agency Method 6010B, which uses Inductively Coupled Plasma-Atomic Emission Spectrometry. This method is commonly applied to environmental samples such as paint chips, soils, sediments, dust, and other solid materials following appropriate sample digestion.

Bayside has the following recommendations in the event ACMs, ACCMs, and/or LBPs are discovered based on the findings of these surveys:

A California Certified Department of Public Health Lead Inspector/Assessor should be contracted to conduct visual clearance of any removal and abatement of

LBP.

If future construction activities remove or disturb the sampled paints, Bayside recommends that the contractor performing lead-related construction activities comply with the DOSH/Cal-OSHA Lead in Construction Standard California Code of Regulations Title 8, §1532.1, including Lead Hazard Communications Training.

Caltrans Contract Number 07-A6010 TO 12

Draft ACM and LBP Survey Report ES- 3

In accordance with South Coast Air Management District requirements, written notification to the South Coast Air Management District is required 10 working days prior to commencement of any demolition activity (whether asbestos is present or not).

Contractors are responsible for segregating and characterizing waste streams before disposal. Because asbestos was not detected on the office building roof, the material is not considered ACM or ACCM and may be treated and managed as construction debris. No special work practices or management methods are required when working with this material.
