About this file
This Addendum No. 1 modifies the Invitation for Bid (IFB) No. 2026-077 issued by Union County, North Carolina Department of Public Works for the UC Fairview Fire Training Facility project. The addendum, issued on July 21, 2026, removes requirements related to Minority Business Enterprise (MBE) recruitment and selection sections from the original bidding documents. The project scope consists of constructing a multi-level fire training facility using approved conex container structures selected from specification 13 3650, along with associated site work including civil and electrical components. A pre-bid conference was held on June 30, 2026 at 9:00 AM at 7520 Concord Hwy, Monroe, NC 28110. The original bid submission deadline remains unchanged at July 28, 2026 at 2:00 PM. Bidders must acknowledge receipt of this addendum on their bid forms or face potential disqualification. The contract is on a lump sum basis for single-phase construction.
The addendum addresses 22 questions and answers submitted by prospective bidders clarifying project requirements, coordination responsibilities, and deliverables. Key clarifications include: the fire training structure is included within the bid scope and will be purchased and installed by the contractor; Union County will provide and pay for special inspections outlined in specification 01 4100; the contractor is responsible for construction materials testing; Union County will provide a third-party geotechnical service; each fire training structure manufacturer must supply site-specific foundation design and associated plans; power coordination is through Duke Energy; and NCDOT encroachment permits for utility installation are pending review. The County did not provide an anticipated construction budget or notice to proceed/completion dates. Union County Water is processing tap fees and development fees for the new water service, and bidders may use online schedules for fee estimation if desired.
