About this file
This is Addendum 01 to an Invitation for Bids issued by the North Carolina Department of Adult Correction for optic white broadcloth fabric to supply the Tabor City Sewing Plant. The solicitation, numbered 52-IFB-2016525986-MLE, requests bids for fabric delivery on an as-needed basis with an estimated annual requirement of 999,999 yards based on the prior three-year period. The fabric specifications include optic white color, 61-inch width (60-inch minimum cuttable), 3.2 ounces per square yard, 50% cotton/50% polyester blend with specified thread counts and defined tensile and tear strength measurements. Bidders must submit minimum two-yard samples prior to the bid opening scheduled for September 24, 2026 at 2:00 p.m. ET. The addendum was issued on September 2, 2026 and addresses eight vendor questions regarding product sourcing, pallet configurations, shipment quantities, and delivery timelines. The contract term is three years from final execution with no guaranteed minimum or maximum purchase volume.
The addendum clarifies critical delivery and sourcing requirements through vendor questions and state responses. Delivery must occur within 30 calendar days of purchase order receipt to the Tabor City facility, with the State noting that a two-week initial production timeframe is not achievable for custom-manufactured optic white broadcloth due to standard 100-day production lead times; however, the State maintains the 30-day requirement applies to all orders. The fabric can be imported but 10% of first-year contract volume must be housed within the United States. The prior contract price was $0.99 per yard, with average order quantities ranging from 20,000 to 40,000 yards per shipment. All transportation costs are included in the bid price on an FOB Destination basis, and pricing must remain firm for 180 days from the contract effective date. Bidders must provide manufacturer authorization, three customer references, financial condition certification, PREA compliance certification, and lab test reports with each shipment.

Document Section
Vendor Question
State’s Response

On Page 15, line number 15, it states Product of Origin: Domestic Only; 10% of the first-year contract t be houses in the United States.
Does this mean that the fabric has to be bleached in the United States? Does the greige fabric have to be made in the USA also? Or does it mean that you have to maintain a certain level of stock in the United States at a warehouse?
The fabric can be imported but 10% of the fabric has to be maintained in the United States.
What was the last price for the White Broadcloth?
$0.99 a yard
Section 4.5 requires delivery within two weeks of purchase order notification, for both domestic and import orders. Optic White Broadcloth is a custom-manufactured fabric with a standard production lead time of approximately 100 days from order placement — a two-week turnaround is not achievable for this product. Could the State clarify whether the two-week window is intended to apply to the initial purchase order (i.e., first production run), or only to subsequent releases against an already-established contract where product may be held in inventory? If it is intended to apply to initial orders, would the State consider extending the delivery timeframe to reflect realistic custom-manufacturing lead times?
The answer is no. As the BID states, Vendor should complete delivery within thirty (30) consecutive calendar days after receipt of purchase order.
