About this file
This addendum provides responses to questions received regarding White Paper Call 005 issued by the Department of the Army Materiel Command Army Contracting Command Aberdeen Proving Ground. The call seeks algorithms that can address distributed decision making for electronic warfare, with a focus on radio frequency sensor systems. Simulated sensor data will be provided at the pulse description word level with lookup tables detailing emitter characterization. Communications infrastructure exists to allow vendors to use their preferred solution, with work underway to add more structure. Partial solutions focusing solely on unknown emitter characterization may be considered. The desired technology readiness by the end of the effort is level 4. Phases aim to increase algorithm complexity and demonstration, with the expected end state being successful lab or software in the loop testing. This effort supports launched effects as part of future vertical lift and does not involve enhancing the existing electronic warfare planning and management tool.

ADDENDUM 003
to
WHITE PAPER CALL 005
Distributed Decision Making for EW
Addendum Date: 04 August 2023
The purpose of addendum 003 is to respond to questions received for White Paper Call
005. Questions received and the Government’s responses are as follows:
RTI BAA White Paper Call# 0005 Q&A
Question # Offeror Questions Government Responses
Regarding ‘creating a baseline for development and testing of software that provides [desired capabilities]’ Do you seek vendor-provided algorithms/AI/ML, or simply a baseline framework to test third party algorithms/AI/ML that perform the desired capabilities, or is it both?
(U) The former, RTI is already building a framework that can test third party algorithms in parallel to this desired effort.
Does some communications infrastructure exist which supports passing messages among heterogeneous systems? Is there an existing communications network and formats that should be used or will new networks and/or messages be defined as part of this effort?
(U) In our M&S environment we currently have an open comms infrastructure which allows for vendor solutions to use whatever comms solution they already use/are most cofortable with. We have a roadmap to add more structure to this based on vendor feedback. The effort would need to help define messages to help define requirements for comms links on the platforms for enabling
EW decision making.
Are the highest priority threats RF communication systems or sensor systems?
(U) RF sensor systems.
What kinds of sensor data is available to drive the algorithms requested? Is I/Q data available or PDW data? Is there any sensor metadata available?
(U) The sensors and advanced
EW techniques these algorithms will support are currently being built, so the only sensor data available is simulated data, which is mostly at the PDW level. Worst case lookup tables would be provided detailing technique and sensor effectiveness at given ranges against emitters.
RTI BAA White Paper Call# 0005 Q&A
Are partial solutions to the stated problem, e.g., solely unknown emitter characterization, considered responsive to this RFI?
(U) Solutions that can address the entire solution space would be favored over partial solutions.
Is there a desired TRL for technologies going into this effort?
(U) There is not a starting TRL requirement. The desired end state for algorithms would be a TRL 4.
This is a 6.2 program.
Can you elaborate on what the end of each phase expectation (end state or deliverable) will be - SIL
Test/Test Flights/ etc…
(U) The desired end state at each phase would be algorithms that have proven successful in a lab environment, either fully in M&S or in a SIL test (depending on what is available). Each phase is expected to add more complexity to the algorithm solution space and so the demonstration of results is fixed as the same type of capability demo.
Is this an effort to enhance the existing
EW Planning and Management Tool?
(U) No, this effort supports
Launched Effects (LE) as part of the Future Vertical Lift (FVL) CFT, which currently doesn't have a requirement to integrate with
EWPMT.
