About this file

This document is an addendum to a White Paper Call responding to questions received. It provides clarification that the page limit for white papers is 10 pages, cost narratives are required, and AI/ML algorithms are in scope for proposing adaptive distributed decision making solutions for electronic warfare payloads. Reliability of communications between agents is an important consideration, and proposed solutions should address both electronic support and electronic attack functions. The Air Launched Effects program is the intended transition target. By the end of each phase, algorithms are expected to achieve Technology Readiness Level 4. Mission-level simulation tools are the preferred demonstration approach.

Solicitation: W56KGU-22-R-RTID White Paper Call 005

ADDENDUM 001

to

WHITE PAPER CALL 005

Distributed Decision Making for EW

Addendum Date: 25 July 2023

The purpose of addendum 001 is to respond to questions received for White Paper Call

005. Questions received and the Government’s responses are as follows:

RTI BAA White Paper Call# 0005 Q&A

Question # Offeror Questions Government Responses

Is the page limit 10 or 15 pages for the white paper?

(U) The page limit is 10 pages.

Is cost narrative required in the white paper submission?

(U) ROM cost and narrative associated with meeting the technical requirements are required.

From the 7 sections mentioned in the White Paper Structure and Contents section in the BAA which ones count towards the page limit?

(U) Page limitation does not include the Rough-Order-of- Magnitude section.

In the entire call, AI/ML is not called for, even though phrases such as "adaptive reasoning", adaptive and autonomous EW behavior, etc. are used. Is it allowed to use AI/ML algorithms for adaptive distributed decision making?

(U) Yes, both AI/ML and non- AI/ML algorithms are of interest in this call.

Is the impact of reliability of communications between agents on mission success an important aspect to study?

(U) Yes, reliability of comms between agents is an important aspect to consider for mission success, but there is no hard requirement on comms currently for the solution. For this effort we would want to understand the impacts/reliance of a proposed solution on certain levels of assured comms so that we could feed requirements to payload and platfom developers.

Are approaches that focus solely on either electronic support (ES) or electronic attack (EA) in scope, or are proposed solutions expected to address both?

(U) Proposed solutions will need to address both, as the EW payloads that will eventually adapt these algorithms will be expected to do both functions

RTI BAA White Paper Call# 0005 Q&A

Are there specific EW platforms that are of interest for transition?

(U) ALE and FARA are in the current transition plan but do not need to be the only platforms considered. More emphasis is placed on optimizing solutions per the scenarios and use cases developed during the effort.

Understood though that platform parameters will play a part in designing the solution space

Is this related to (or a progression of) the Air Launched Effects (ALE) program?

(U) Yes, this effort is supporting the ALE program

What is the expected TRL at the end of each Phase?

(U) At the end of each phase algorithms are expected to be at least a TRL 4

What level of fidelity simulation is expected for demonstration purposes?

(U) Mission level simulation tools are preferred for demos, such as AFSIM for example. They can and obviously will be supported by higher level fidelity modeling tools feeding the mission level sim.

Some sort of visualization of a teaming effect and its operational effectiveness against threats of interest will need to be demonstrated and visualized.
