WHITE PAPER CALL 001

Computing Infrastructure Software for Survivable Command Posts

Addendum Date: 17 November 2022

Q&As

Q1: In accordance with the White Paper instructions, on Friday, November 11, 2022, we requested access to the following solicitation document: (CUI) WP Call 001_Attachment 01_Computing Infrastructure in support of Mobile and Survivable

Command Post (CUI)_20221103.docx. To date, we have not received access to this attachment. This lack of access is significantly inhibiting our ability to successfully respond to White Paper Call 001 in a timely manner. Can someone please advise of our access status?

A: The Government did not receive the request specifically for the attachment referenced in the question via sam.gov.

Q2: Do respondents need to meet all 12 of the desired capabilities as outlined in the Problem Statement in order to be selected to participate in Step Two of the

BAA’s two-step process?

A: The twelve capabilities listed are those considered necessary to provide a survivable dispersed command post computing capability. The Government will evaluate in accordance with established BAA procedures.

Q3: What tactical applications are required to be supported for this new software-based CP computing infrastructure?

A: All components of the Command Post Computing Environment will be hosted on the infrastructure, either as containerized services yet to be developed or as "legacy" VMs for applications that cannot be containerized.

Q4: Please define what you consider Robust fault tolerance.

A: Characteristics of robust fault-tolerance include but are not limited to

Graceful failure in the event of loss of power or connectivity, with little to no data lost

Recovery from same with minimal user input

Q5: (Do all of the tactical systems that will be supported in the new software infrastructure support cloud technologies? Will this be required to be a hybrid environment?

A: Tactical systems being hosted in this infrastructure will primarily interact with the cloud via a data fabric currently under development. The cloud technology support requirement for this data call is with regards to synchronization of applications themselves as well as infrastructure datastores.

Q6: Is there a specific Container environment looking to be leveraged? (Docker, Container d)

A: No specific container environment is preferred.

Q7: Will the Government be providing IL4/5 environments in the cloud for integration?

A: The Government intends to provide IL 4/5 environments for testing but vendors are welcome to include them in their proposal.
