About this file
This is Addendum #2 to an Invitation to Bid issued by the Oregon Department of Corrections for the Oregon State Correctional Institute (OSCI) roofing, painting, and building recycling project (S-29100-00003020). The addendum modifies the original bid specifications and project timeline by extending the Substantial Completion Date from 120 to 150 calendar days after Notice to Proceed and the Final Completion Date from 150 to 180 calendar days after Notice to Proceed. The addendum includes technical clarifications and additional specifications for work on the Recycle Building and Paint Shop, including installation of "z" closures with butyl sealant to prevent water infiltration, vent detail requirements, wall transitions with metal furring, stainless steel crickets at mechanical curbs, and curbs around existing exhaust that must be 12 inches above finish roof height. Additional photographs from the May 11, 2022 Mandatory Pre-Bid Meeting are referenced as attachments. The addendum constitutes a material change to the ITB and requires authorized signature and return by the Bid Closing Date and Time, with failure to sign potentially resulting in bid rejection.
The addendum includes a PBS Asbestos Bulk Report documenting laboratory analysis of samples taken from the Recycle Building roof, including built-up roofing material and gray/black sealant. All tested layers—consisting of fibrous tar, fibrous material, and loose tar material—returned results of "No Asbestos Detected," confirming the absence of asbestos in eight layers of roofing material and sealant samples analyzed under Lab Cor27365.000-9001 and Lab Cor27365.000-9002. No pricing information, budget amounts, set-asides, incumbent vendor details, or funding sources are disclosed in this addendum document.

ADDENDUM #2
For S-29100-00003020
OSCI ROOFS; PAINT & RECYCLE BLDGS
Below you will find Revisions, clarifications, deletions and/or additions to the bid specifications.
This addendum modifies the related Invitation to Bid only to the extent specifically indicated herein. All other areas not specifically mentioned or affected by this addendum shall remain in full force and effect.
This addendum shall be added to and become part of the original Invitation to Bid.
1. Change Substantial Completion Date from 120 to 150 Calendar Days after Notice to Proceed.
2. Change Final Completion Date from 150 to 180 Calendar Days after Notice to Proceed.
3. See attached PBS Asbestos Bulk Report.
4. Recycle Building: To prevent water infiltration from adjacent lean-to exterior structure, Add 1-inch tall “z” closure at head of panel set in butyl sealant, sealed to standing seams of panels. New head flashing over top of “z’s”. See Z Closure Detail attachment.
5. Paint Shop: Vent detail attached. Provide similar, in accordance with manufacturer’s standard installation details.
6. Paint Shop: Transition to adjacent wall, and fur out approximately 3 inches from vertical face with manufacturer’s standard wall metal detail. Maintain access to electrical elbow.
7. Paint Shop: Curbs around existing exhaust shall be 12-inches above finish roof height. Stainless steel crickets at (2) mechanical curbs.
8. Additional pictures from 5.11.22 Mandatory Pre-Bid Meeting attached.
This addendum represents a material change to the ITB and is required to be signed and returned by the Bid Closing Date and Time. Failure to do so may result in bid rejection.

PLM - Visual Estimate Extended Final Report
PLM - Visual Estimate Extended
The submitted sample(s) were analyzed according to the EPA 600/R-93/116: Method for the Determination of Asbestos in Bulk Building Materials and EPA - 40CFR App. E to Subpart E of Part 763. The sample(s) were analyzed with a digital microscope in order to determine homogeneity, the presence of fibers, and make a preliminary estimate of any asbestos fibers present in the sample. The sample(s), and any observed layers, were then homogenized through techniques appropriate to that material and prepared for analysis by polarized light microscopy (PLM).
Three slide mount preparations were made from random subsamples of the homogenized material. This material was then mounted in the suitable refractive index liquid needed to perform a full optical characterization of the observed fibers. When necessary, dilute HCl, instead of RI liquids, were used to remove cementitious binders to facilitate analysis. The entirety of the slide mount preparations were then analyzed by PLM. Any observed fibers were reported and their optical characteristics recorded according to the EPA 600-R-93-116 method.
Disclaimer This report, and the data contained therein, cannot be used to claim product certification, approval, or endorsement by NVLAP, NIST, or any agency of the U.S. Government. The results found in this report are based only on the submitted sample(s).
LabCor has no control over sampling procedures. This report is only valid when signed by an analyst.
NAD is No Asbestos Detected. Asbestos consists of the six following minerals: chrysotile, amosite, crocidolite, anthophyllite, actinolite, and tremolite.
Additional gravimetric, point-count or TEM analysis may be recommended for samples testing at < or = 1% asbestos, or those with material binders that prevent the detection of small diameter fibers.
The following estimate of error for this method by visual estimation of asbestos percent are as follows:
1% asbestos: >0-3% error, 5% asbestos: 1-9% error, 10% asbestos: 5-15% error, 20% asbestos: 10-30% error.
Sincerely, Mia Gaines

• "NAD" is No Asbestos Detected.
• Asbestos consists of the following minerals: chrysotile, amosite, crocidolite, tremolite, actinolite, anthophyllite.
• Material binders, such as those found in vinyl floor tiles, may prevent the detection of small diameter asbestos fibers. A gravimetric preparation and point-count is recommended for such samples.
• Quantitative analysis by PLM point count or TEM may be recommended for samples testing at < or = to 1% asbestos.
• The following estimate of error for this method by visual estimation of asbestos percent are as follows:
1% asbestos: >0-3% error, 5% asbestos: 1-9% error, 10% asbestos: 5-15% error, 20% asbestos: 10-30% error.
• This report pertains only to the samples listed on the report. Report considered valid only when signed by analyst.
