About this file
This is Addendum No. 2 to RFP #S-Q10054-00012235 issued by the Urban Flood Safety & Water Quality District for a Watershed Implementation Plan. The addendum includes a summary of Q&A responses from the OregonBuys system and clarifies that proposals are due January 28, 2025 at 4:00 PM PT. Key clarifications include: resumes can be included as an appendix, the cover letter is not included in the 12-page limit, scope assumptions must be embedded in the Statement of Work, and the plan will be limited to the Columbia Slough Watershed rather than the entire UFSWQD jurisdiction.
The Q&A provides additional details about available resources and data sources from UFSWQD, including drainage master plans, models, asset condition assessments, pump station data, and water quality monitoring data. Labor rates should use Consumer Price Index (CPI) for annual escalation. The evaluation committee will include UFSWQD staff from multiple departments and a staff member from a local government partner. There will be no conflict of interest for consultants to pursue subsequent proposals for projects identified in the plan. UFSWQD staff will have final decision-making authority on plan recommendations, considering feedback from internal and external stakeholders.

Previous sub and prime relationship needed?
Being a potential subconsultant that has not previously worked with many of the potential primes, can a submitted work sample represent the sub only and not the prime? Or does it have to be a project that the two have worked together in the past?
Previous prime and subconsultant relationship is not required. The prime does not need to be represented in all work examples. All subconsultants must be represented in at least one work example.

3 01/02/2025 Trisha Schultz From email Question: would you clarify the reference to ORS 279C.110 in Section 2.3 Procurement Methods with respect to the requirement in the RFP Evaluation Criterion 31 for the consultant to provide a cost estimate for each task and the full cost to meet the Scope of Work?
The reference to ORS 279C.110 is a typo, it should be ORS 279C.120. The selection procedure for related services may be on the basis of price competition, price and performance evaluations, an evaluation of the capabilities of bidders to perform the needed related services or an evaluation of the capabilities of the bidders to perform the needed related services followed by negotiations between the parties on the price for those related services.
Strike ORS 279C.110 OAR 125-248-0220 from the RFP and replace with ORS 279C.120.
4 01/02/2025 Trisha Schultz from email The RFP Evaluation Criterion #2 says the Proposer can include 2-3 scenarios, if desired, to demonstrate alternative approaches and associated costs. Would you clarify how this evaluation criterion will be scored among proposers if one proposer submits 3 scenarios and one submits 2 scenarios. Also is this request for scenarios optional and if so, would the scoring for this evaluation criterion be impacted if no alternative scenarios are submitted?
No, there is no advantage or disadvantage specifically associated with showing more than one scenario. Regardless of the number of scenarios, the proposers will benefit from clearly communicating the proposal in a way that helps the District evaluate whether it will achieve the project objectives, and where the District might wish to discuss modifying project elements to meet the project objectives or budget.

Cover Letter included in page count?
The RFP states the 12-page limit does not include a cover or divider pages, reports, resumes, and required Attachments B, C, D, G, and H.
Because that statement does not mention the "cover letter", does that mean the cover letter IS included in the 12-page limit (and therefore proposals are limited to 11 pages)?
No, the Cover Letter is NOT included in the Page Count.

17 01/09/2025 Trisha Schultz emailed question What data/data sources does the UFSWQD intend to provide to the selected consultant team?
USFWQD will work with the successful proposer to identify analytical priorities and work to secure the necessary data from our public partners or private data providers, where necessary. That may include any of the District's drainage master plans, the models and data used to develop them, asset condition assessments, pumping and water surface elevation data from District-managed pump stations, long term water quality monitoring data from the City of Portland, wildlife surveys and habitat condition assessments where available. There are also many publicly available data sources including the City's open data portal (https://gis-pdx.opendata.arcgis.com/) from data related to zoning, environmental condition, and properties; or county property records.
18 01/09/2025 Trisha Schultz emailed question The RFP says the Watershed Improvement Plan should consider the entire Columbia Slough watershed, but this does not include the entire UFSWQD jurisdictional area.
Should the Consultant limit the watershed characterization and all subsequent work to the Columbia Slough Watershed and not assess all lands within the UFSWQD?
Correct, this plan and its proposed improvements will be limited to Columbia Slough Watershed.
19 01/09/2025 Trisha Schultz Since this will be a multi-year project is there a certain annual labor rate escalation percentage that should be used?

No, there will not be a conflict of interest to pursue subsequent proposals for projects identified.
