About this file
This is Addendum 1 to Request for Proposal VJT-038-052026 issued by the City of Torrington, Connecticut for construction services at the John Toro Sports Complex. The project involves the development of two sand beach volleyball courts, fencing, walking paths, storm drainage systems, and associated site improvements at 14 Perkins Street in Torrington. The contractor must provide all necessary personnel, equipment, vehicles, fuel, materials, supplies, utilities, supervision, and quality control to complete the work to specification. The original RFP was issued on May 1, 2026, with this addendum issued on May 13, 2026. Vendor questions were accepted through May 13, 2026 at 12:00 PM EDT, and sealed bids were due on May 20, 2026 at 11:00 AM at City Hall, Room 206, 140 Main Street, Torrington, Connecticut. Bids must remain valid for a minimum of 90 days following the bid opening. The contract includes a one-year warranty period from the date of owner acceptance, with an option to renew for up to four additional one-year periods, not to exceed a maximum combined contract period of five years. This is the only addendum issued for the project.
Bid security in the form of a 5% surety bond or certified check payable to the City of Torrington must accompany each proposal submitted as an original and three exact copies. Upon award, the successful bidder must submit a performance bond equal to 100% of the bid amount, a maintenance bond, and a labor and materials bond as required by Connecticut General Statutes Section 49-41 for projects exceeding $25,000. All bid prices must be quoted as firm, delivered prices F.O.B. Torrington, Connecticut, with state and federal taxes omitted and all costs for labor, materials, equipment, and installation included. The contract cost is anticipated to be below the State of Connecticut prevailing wage rate threshold for new construction, and there are no union requirements or MBE/WBE participation goals, though MBEs, WBEs, and SBEs are encouraged to apply. The City reserves the right to accept or reject any or all bids, waive technicalities, award to a bidder other than the lowest if deemed in the public interest, or split the award among multiple bidders. City-based bidders whose bids exceed the lowest bid by up to 6% may match the lowest bid price. Inquiries should be directed to Purchasing Agent Pennie Zucco at 860-489-2225 or pennie_zucco@torringtonct.org.
