About this file
Addendum I is issued by the Florida Department of Agriculture and Consumer Services (FDACS) for the Blackwater River State Forest Bridge Replacement Project No. 01201ROAD24. The addendum addresses vendor questions and provides clarifications for the Invitation to Bid (ITB), specifically covering bridge replacement work for three bridges: Norman Riley Road, Environmental Road, and High Bridge Road. The document clarifies contract time (270 calendar days for base bid, with additional time for alternate bids), confirms road closure possibilities (multiple sites can be closed simultaneously with restrictions on Norman Riley Road), and provides details on bid bond requirements. Vendors are advised that the standard AIA bid bond form is acceptable, and engineering documents outlining material quantities are included with the addendum.
The addendum indicates that the High Bridge Road portion of the project would fall outside the initial 270-day project period, with an additional 270 days allocated based on fund availability. The Florida Forest Service (FFS) will coordinate with the local electric cooperative to manage any low-hanging powerlines and will handle bridge removal if necessary, with contractors required to include clearing and grubbing costs in their bid. The document specifies that one bridge on Norman Riley must remain open during construction, and the FFS anticipates executing the contract within two months of posting the Agency Decision. Bidders are instructed to refer to the attached Consor Summary of Structures and Quantities for detailed project specifications, and are reminded of protest filing procedures and contact information for the Purchasing Office.

ADDENDUM I
DATE: June 18, 2025
TO: VENDORS
FROM: Brenda Paul, Procurement Officer
RE: Invitation to Bid No. ITB FFS 24 25 135, Blackwater River State Forest Bridge
Replacement – Project No. 01201ROAD24
The Department hereby provides the Department’s answers to the written questions received by the deadline in reference to Invitation to Bid No. FFS 24 25 135, Blackwater River State Forest Bridge Replacement – Project No. 01201ROAD24.
Additionally, this addendum provides the Consor Summary of Structures and Quantities, attached hereto and is posted on the Vendor Information Portal (VIP).
Question / Answer
1. Section 4.9 (Bridge Price Sheet) on page 11 of the ITB Package states that along with the Bid Price Sheet-Attachment D, we will submit unit prices and quantities as shown in the “Summary of Structures and Quantities” that was to be provided with the Consor package.
This same section also mentions it as a spreadsheet/table. I do not see where this summary was included with the plans or bid package. Could we please be provided with the “Summary of Structures and Quantities” that is mentioned?
The Consor Summary of Structures and Quantities is attached to this Addendum and posted to VIP as separate attachments titled:
• Summary of Structures and Quantities: 570824 - High Bridge Road over Panther Creek #3
• Summary of Structures and Quantities: 580831-Normal Riley Road and 580832- Environmental Road
2. Section 4.12 (Bid Bond Guarantee) on page 12 of the ITB Package states that we shall submit a bid bond guarantee with our bid. I do not see a specific bid bond form included with the package. Will a standard AIA bid bond form be acceptable?
Yes, the standard AIA bid bond form is acceptable. FDACS does not have a specific bid bond form for Bidders to complete.
3. Section 2.5 (Contract Construction Period) on page 7 of the ITB Package shows construction shall be substantially completed within 270 calendar days with a total contract period of 360 calendar days. Is the contract time for the base bid only? Will additional time be included if the alternates are awarded?
Yes. The contract time is for the Base Bid only. Additional time will be allotted for the Additive Alternate Bids.
4. Can road closures and construction take place at multiple bridge sites simultaneously?
Yes. Road closures can take place at multiple bridge sites simultaneously. However, both bridges located on Norman Riley cannot be closed simultaneously.
For clarity, you can have one of the bridges closed on Norman Riley and the High Bridge Road bridge closed at the same time, but one bridge on Norman Riley must be open at all times and will need to remain open during the construction period and contract term.
5. What is the quantity of each material needed?
The engineering documents are provided with this addendum and outline all quantities of materials needed.
6. Is the additional bridge on High Bridge Road included in the original 270-day timeline?
The High Bridge Road portion of the project would fall outside of the initial 270-day project period.
An additional 270 days would be allotted for the remainder of the project based on the availability of funds.
7. Are there any low-lying powerlines, and if so, how will they be moved?
The Florida Forest Service (FFS) has a good working relationship with the local electric cooperative and we would help contact EREC to move any low handing powerlines for project site access.
8. What will the schedule be for the Norman Riley bridge?
FFS anticipates completing and executing the contract within two months of posting the Agency Decision. Upon execution of the contract, FFS will coordinate with the Contractor to hold a pre-construction meeting, then the Contractor will receive a Notice to Proceed. If FFS is performing bridge removal, FFS will need at least one weeks’ notice to start work, and any work completed by the Contractor will need to start within one week of the bridge removal being completed.
9. What needs to be included in the pricing for the bridge removal and clearing?
Any bid submitted for bridge removal will need to include the cost to clear and grub the surrounding site for use. If FFS removes the bridges, FFS will handle any clearing.
